MONITORING AND RESPONSE PLAN - X
k
00
ARCO PRODUCTS COMPANY FACILITYAIITH A UG 101999
SECONDARY CONTAINMENT OF Nib MFNTA
UNDERGROUND STORAGE TANKS & PRODUCT LINESEVESLTN
SUBMERSIBLE PUMP SHUTDOWN
ARCO Facility: 4932 Address: 16 East Harding Way
Stockton, California
Telephone: (209) 466-9516
This plan is designed to meet the monitoring and response requirements of Section 2632, Article 3, Title 23,
CCR.
1. MONITORING EQUIPMENT
Secondarily contained storage tanks and lines at this facility are monitored by a continuous electronic leak
detection system which consists of an alarm panel, sensors and associated electronics. Liquid sensors
are installed in the annular space of each double wall tank and product line piping sump. Whenever a
sensor detects the presence of a liquid there is both a visual and audible alarm at the control panel. In
addition, the continuous monitor on the product piping system will shut down the pump and activate the
alarm system when a release is detected, or if the continuous product piping monitoring system fails or
is disconnected, the pumping system will shut down.
Electronic automatic line leak detectors (3 GPH) are installed on the secondarily contained pressurized
product piping as part of the turbine. The line leak detector will detect a loss of pressure in the product
lines and restrict the flow of product.
The model numbers for the associated monitoring system are as follows:
Description Model Number
Monitoring Panel - Veeder Root TLS 350 Monitoring and
Control Panel VR-847090-002
Liquid Sensor for the Tank Annular Space - Veeder Root VR-794390-409
Liquid Leak Sensor at Turbine Sump - Veeder Root VR-794380-208
Liquid Leak Sensor at Dispenser Containment Sumps -
Veeder Root VR-794380-208
Electronic Line Leak Detector/3 GPH - Red Jacket CPT Turbine Electronic Leak
Detector (Integral to Turbine)
7063.001 [SHK/jss]
