UNDERGROUND TANK MONITORING PLAN <br /> AND EMERGENCY RESPONSE PLAN <br /> Date: 2 October 1994 <br /> Facility: Pacific Bell (UE-694) <br /> 1413 Bourbon Street <br /> Stockton, California <br /> Tank: 3,000-gallon diesel storage tank <br /> The underground storage tank at this site is a Modern Welding Company manufactured double- <br /> wall steel tank with fiberglass reinforced plastic exterior coating for corrosion resistance. The <br /> underground piping is double wall and slopes to a piping manhole sump on the tank. The <br /> secondary containment pipe is open to the piping manhole sump so a piping leak would run into <br /> the sump. <br /> The tank is monitored continuously by a Veeder-Root TLS-350 monitoring system with Veeder- <br /> Root liquid sensors located in the double-wall tank annular space and in the tank manhole sumps. <br /> The Veeder-Root TLS-350 tank monitor has a local alarm and in addition is connected by <br /> telephone line to Pacific Bell's central monitoring center in Sacramento. If a leak or spill should <br /> occur, a local alarm will sound and an alarm will be telephoned to the Sacramento monitoring <br /> system. <br /> In the event of a leak or spill, the operator of the underground tank will notify the Pacific Bell <br /> Emergency Control Center (510) 823-7777, and the San Joaquin County Environmental Health <br /> Department (209) 468-3420. <br /> Pacific Bell will notify one of the following companies for the fastest cleanup of the spill or leak <br /> possible: <br /> 1. Brandon Construction,4750 Norris Canyon Road, Suite K, San Ramon, CA 94583 <br /> (510) 867-3811 <br /> 2. IT Corporation, 4575 Pacheco Blvd, Martinez, CA 94553 <br /> (510) 372-9100 <br /> These companies maintain or have access to absorbent materials, suction pumps, and other <br /> equipment for cleanup of spills, and removal of spills, and removal of leaked material from <br /> secondary spaces. <br /> Person responsible for authorizing work: Lyle Stuck, Pacific Bell Facility Engineer, 6801 <br /> Almaden Road, San Jose, CA 95120 (408) 268-0012. <br /> Person responsible for operating tank: Ken McDonald, Pacific Bell Power Specialist, 345 North <br /> San Joaquin Street, Stockton, CA 95201 (209) 943-4128. <br />
