Harding, Stockton <br />Program: UST <br />SUMMARY OF VIOLATIONS <br />CLASS I, CLASS II, or MINOR -Notice to Comply) <br />301. There is currently no monitoring on the UST system. The underground storage tank system shall <br />be operated to prevent unauthorized releases. Immediately contact a properly licensed contractor to <br />restore monitoring system of the EHD under permit. <br />311. The line leak detectors were not tested to verify if they are capable of detecting a leak. All line leak <br />detectors shall be capable of detecting a 3 -gallon per hour leak at 10 psi. Immediately have a properly <br />licensed, trained, and certified contractor repair or replace the failed leak detector (LIS 113-x listed, if <br />applicable) and obtain a permit within one business day from the EHD. If the failed leak detector can't <br />be replaced immediately, there is a possibility that the UST system may be red tagged to prevent fuel <br />inputs. <br />999. HSC 25404 (e)(4). An account for California Environmental Reporting System (CERS) has not <br />been acquired, and electronic reporting requirement has not been submitted. All business owners are <br />required to submit their data from their CUPA hazardous materials programs (UST, hazardous waste <br />generator) to the state electronically pursuant to AB2286. Immediately log into CERS and submit the <br />require information. Updated CERS on May 30, 2014. <br />NOTES <br />Facility is a gas retail station and convenient store. The previous operator, Rico LLC, has left at an <br />unknown time without notifying EHD nor the UST owner. The UST owner obtained access (via Court) <br />on April 30, 2014. <br />During this inspection, HMC, a licensed contractor, verified that the alarm history could not be displayed <br />nor printed, and the monitoring system is not functional. HMC also verified 4.5 inches and 5.5 inches of <br />fuel are stored in the 6,000 and 10,000 -gallon UST, respectively. <br />Verified both CO2 cylinders and the propane tank are no longer on site; tank owner stated they were <br />stolen by the previous operator. <br />ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE. <br />THIS FACILITY IS SUBJECT TO REINSPECTION AT ANY TIME AT EHD'S CURRENT HOURLY RATE. <br />EHD Inspector: <br />Received By: <br />Title: <br />Jeffrey Wong (209) 468-0335 <br />EHD 23-02-003 Rev 04/19/12 CONTINUATION FORM <br />
