Harlin Knoll [EH]
From: Kasey Foley [EH]
Sent: Wednesday, January 16,2008 4:07 PM
To: Margaret Lagorio [EH]; Linda Turkatte [EH]
Cc: Harlin Knoll [EH]
Subject: RE: Asphalt Tanks question
Margaret,
I have never heard of another county or city agency regulating the removal or closure of UST s other than fire
departments and they stopped regulating UST's when CUPA's took over the program, unless they are the CUPA.
It is true that other agencies have jurisdiction over soil compaction but that's about it. Don't think there is
anything in any building code regarding construction or removal of USTs.
I left a message for Laura Chaddock but her only role would be to explain why liquid asphalt tanks would be
regulated because they are listed as exempt in the regulations. The definition of liquid asphalt tanks being
"underground tanks containing steam-refined asphalts." So, if any of these tanks contained liquid asphalt that
was not steam-refined then we should have been regulating them all along presumably.
I believe Harlin said he would contact Granite to get MSDS's for the products currently stored in the tanks.
Kasey Foley, REHS
Program Coordinator
San Joaquin County Environmental Health Department
600 East Main Street
Stockton, CA 95202-3029
(209) 468-3451
kfoley@sjcehd.com
-----Original Message-----
From: Margaret Lagorio [EH]
Sent: Wednesday, January 16, 2008 3:26 PM
To: Kasey Foley [EH]; Linda Turkatte [EH]
Cc: Harlin Knoll [EH]
Subject: FW: Asphalt Tanks question
Hi again,
Here's more.
