June 22, 1992 <br />David Baker <br />Underground Fuel Tank Removal Policy <br />The County has several underground fuel tanks that have been identified for removal and abate- <br />ment of contaminants. Albeit the State has mandated removal and abatement, no State funding has <br />been provided to accompany this relatively new and extremely costly responsibility. Since the <br />State mandate, the County has inventoried and assessed relative conditions of known County— <br />owned fuel tanks. Some removal and abatement action has already transpired. However, a list has <br />been established of many more tanks that require action. The County has inadequate discretionary <br />resources to comprehensively act on the tank inventory and budget constraints are not likely to <br />improve. Despite inadequate funding, the County is committed to eradicate County—owned <br />underground fuel tank problems over the long—term. Accordingly the following policy statement <br />is designed to guide staff in fulfilling the County's long—term commitment: <br />Underground Fuel Tank Removal Responsibilities <br />1. The County will address underground fuel tank removal in conjunction with new con- <br />struction. Costs associated with such a removal shall be considered as part of the new <br />construction and will be considered in developing financing plans for such new construc- <br />tion whenever possible. <br />2. Tank removal associated with new construction shall be the responsibility of the County <br />Administrator's Office—Capital Projects Division. Removal of tanks, other than those <br />associated with new construction, is assigned to General Services and will be accom- <br />plished on a prioritized basis as funding is available. <br />3. General Services is assigned responsibility to establish and maintain a record of tanks <br />removed. Such record is to include data on tank size, location, removal costs, and date of <br />removal, along with any other statutory and/or regulatory information required. <br />
