Funding Policies
1. General Fund costs associated with tank removal should be minimized. The use of State,
federal, and grant or other non—general fund funding sources should be maximized.
2. To fund removal of tanks, other than those associated with new construction, two funding
approaches are planned:
A. Net proceeds from the Hotel Stockton sale are planned to be earmarked for tank
removal work.
B. Annually, commencing in 1993-94, a specific amount will be appropriated up to
$200,000 in the public improvement budget for underground tank removal efforts.
3. Viewing some tank removal costs as a latent, previously uncharged cost of operating the
motor pool, during 1992-93 the County Administrator's Office and Public Works will
study how motor pool rates can be structured to accumulate funds for tank removal. If fea-
sible, such an allowance will be built into motor pool rates for 1993-94. (Such an
approach meets the previous policy of minimizing General Funds costs since motor pool
mileage rates are reimbursable under State and Federal reimbursement programs.)
17:ZIZ:ISI
