Project No. 076-97005
r Page No.2
3.0 PROCEDURES AND FINDINGS
The UST removal and soil sampling activities were conducted under the direction of Mr. Eric
r
Trevena of the San Joaquin County Public Health Services, Environmental Health Division (SJCEHD).
The removal contractor was Jim Thorpe Oil, Inc. Krazan & Associates (Krazan) was present to observe
field activities and collect soil samples.
Prior to Krazan's arrival at the site, the overlying soil had been removed and the USTs exposed.
The USTs were not triple-rinsed prior to or during Krazan's observation. According to the "Application
for Permit to Close USTs Storing Hazardous Materials", the USTs will be transported off-site to Ameri-
r
Clean,Inc., in Silver Springs,Nevada. Upon removal, the USTs were observed to be of single-wall, steel
construction and were noted to be in relatively fair condition with a moderate amount of surficial rusting.
The tank sizes, product contents, approximate capacity, and SJCEHD UST identification number is
provided in Table I.
r
TABLE I
UST Data
Hutchins Street Square
125 South Hutchins Street
Lodi, California
April 10, 1998 Tank Removal
UST No. Product Volume Dimensions(feet)
A fuel oil 6,000 gallons 7 x 20
B fuel oil 3,000 gallons 4 x 10
The soils present in the excavation for the USTs appeared to be fill material comprised of
reddish-brown, silty sand. Groundwater was not encountered during the excavation and tank removal
procedures.
Petroleum hydrocarbon odors were not noted within soils removed from the UST excavation.
Soil discoloration was not noted in soils removed from beneath the UST excavation, with the exception
of a relatively small amount of fuel oil which spilled during the removal of the USTs. The spilled fuel
6' oil and soil surrounding the spill was overexcavated and stockpiled for transport to Forward Landfill in
San Joaquin County,California.
As directed by Mr. Trevena, Krazan's representative collected four soil samples from beneath
the USTs on April 10, 1998. Relatively undisturbed samples from the excavations were obtained from a —
► backhoe bucket using brass sleeves in accordance with SJCEHD guidelines. Soil samples were collected
from a depth of approximately three to four feet beneath the bottom of the USTs.
