2.0 <br />On November 10, 1988 Contract No. UT0142 was signed for the <br />removal of four (4) 12,000 gallon heating oil underground storage <br />tanks located at the Department of Corrections, Duel Vocational <br />Institute, Tracy, California. Work began on February 6, 1989. <br />Upon arrival at the job site, North Cal Construction was informed <br />that work had been started by another contractor which had been <br />removed from the project by O.S.A. The previous contractor had <br />opened the excavation and removed the piping, therefore, when the <br />contractor was removed from the project the site was left in the <br />state we found it in. Due to the fact that the piping had been <br />removed, the tanks had rolled on to their sides allowing any free <br />liquid to spill into the open excavation along with rain water and <br />run off from the sprinkler system which allowed additional liquid <br />to build up in the open excavation. After the cleaning of the <br />interior and exterior of the tanks, in order to render them non- <br />hazardous, the tanks were removed and all liquid from the cleaning <br />and build up in the excavation was removed and transported to <br />disposal. After removal of the tanks, we found there was a <br />concrete slab under the tanks with metal straps to hold the tanks <br />down due to the shallow ground water encountered in this area. <br />Subsequently, this hampered efforts to obtain samples from beneath <br />the tanks.
