The CA Code of Regulations (CCR),Title 23,Article 3, section 2631 (b), states: Except as provided in subsection <br /> (j),the design and construction of all primary containment including any integral secondary containment system shall be <br /> approved by an independent testing organization in accordance with industry codes,voluntary consensus standards, or <br /> engineering standards. Except as provided in subsection (j), all other components used to construct the primary <br /> containment system, such as special accessories,fittings, coatings or linings, monitoring systems and level controls shall <br /> also be approved by an independent testing organization. <br /> The definition of an "independent testing organization" under CCR,Title 23, section 2511: means an organization which <br /> tests products or systems for compliance with voluntary consensus standards. To be acceptable as an independent E- <br /> testing organization,the organization shall not be owned or controlled by any client, industrial organization,or any <br /> other person or institution with a financial interest in the product or system being tested.
