..i <br /> Consideration for Fee Waiver of <br /> Underground Storage Tank <br /> March 18, 1991 <br /> Page Two <br /> Our data indicates that from the period February 1989 through <br /> January 1991, delinquent fees collected for this program totaled <br /> slightly over $89,000 . Our best estimates are that for the period <br /> January 1986 through January 1989 , the delinquent fees exceed <br /> $225,000 . Our concern is that if we implement a fee waiver <br /> process, we potentially have the preceding amount of fees <br /> previously collected that might be subject to requests for waiver. <br /> It has been our approach in evaluating Public Health <br /> activities, to consider fee waivers when in fact a negative Public <br /> Health situation can be remedied or when an individual client or <br /> community would more readily accept Public Health intervention. In <br /> the case of the underground storage tank program, no community <br /> health objective would be achieved with a fee waiver, nor would any <br /> individual compliance be enhanced. <br /> I would conclude by apologizing for the long delay in <br /> responding to Supervisor Sousa's initial inquiry. The press of <br /> developing the department' s budget for 1991-92, as well as dealing <br /> with day-to-day departmental matters, have taken priority. I hope <br /> your Board and the County Administrator understand our professional <br /> perspectives, and that we can continue on with the program as <br /> currently established.
