Hazelton Avenue Attn: Laurie Cotulla <br /> Stockton , Ca 95205 <br /> Re:Remedial Action Plan for SPRR tank site cleanup <br /> Dear Mr. Hall : <br /> Caltrans recently provided the Local Health District with a <br /> Groundwater Contamination Assessment Report for the Southern Pacific <br /> Railroad underground tank closure/cleanup site. As was pointed out in <br /> the cover letLer dated June 5th 1986, Caltrans needs to occupy the SPRR <br /> tank site as soon as passible in order to avoid construction delays <br /> with the Crosstown Freeway project. In order to facilitate Caltrans <br /> Construction Schedule and avoid needless delay costs, Caltrans <br /> proposes the following Remedial Action Plan as final cleanup at the tank <br /> site. The plan will be carried out by a qualified hazardous waste <br /> consultant and has been previously discussed with Local Health <br /> District staff . <br /> 1 . Clean backfill will be removed and stockpiled for future use. <br /> The existing groundwater monitoring well will remain in place <br /> until cleanup excavation is complete. <br /> 2. Contaminated soil will be excavated from a depth of 14 feet to a <br /> depth up to 20 feet or less as determined by the Local Health <br /> District. The limits of excavation will be the northern half of <br /> the original tank excavation and such that no additional testing <br /> for contaminants will be necessary. <br /> v . Excavated contaminated soil will either be transported by a <br /> certified hazardous waste hauler and properly disposed of at a <br /> disposal site or spread over a layer of plastic within an <br /> appropriate area of Caltrans right-of-way as approved by the Local <br /> Health District. <br /> 4. The groundwater monitoring well will be destroyed at the <br /> direction of the Local Health District after the excavation of <br /> contaminated soil is complete. This process will likely include <br /> pulling the well casing , and filling the hole with concrete. <br /> 5. The entire excavation will be backfilled with clean fill <br /> material . <br /> 6 Caltrans will proceed with freeway construction activites <br /> including footing excavation , pile driving , and support work at <br /> the SPRR tank site. <br />
