y,fir. t . _. • <br /> Draft <br /> UNDERGROUND STORAGE TANK REQUIREMENTS (all stores) <br /> Title 23 of the California Code of Regulations defines the regulations to operate <br /> Underground Storage Tanks (USTs). The regulations are designed to protect <br /> human health and environment at stores that dispense gasoline. These laws require <br /> owners and operators to: <br /> 1. Install only USTs and associated dispensing equipment that is approved for <br /> use in the state of California. <br /> 2. Have a monitoring system in place to detect releases. <br /> 3. Maintain the equipment per the manufacturer specifications. <br /> 4. Maintain certain documents and records at the facility. <br /> 5. Report releases to the appropriate agency. <br /> Operators of gasoline facilities are required to be familiar with the monitoring <br /> system installed at the site. This would include being knowledgeable of the method <br /> of monitoring used by the system. <br /> Because gasoline is considered a hazardous material, operators are required to be <br /> familiar with procedures for dealing with large or small spills, and,more <br /> importantly, responding to an emergency. In addition, operators must regularly <br /> train their employees in these emergency response procedures. These procedures <br /> are explained in the store's Emergency Response Plan (sometimes referred to the <br /> Contingency Response Plan). <br /> Listed below are the documents and records that are to be kept at the site and <br /> stored in the File Box. They are grouped into two categories: <br /> • Documents and records that comprise the Hazardous Materials <br /> Maintenance Plan (HMMP)which are used by the operator to train <br /> employees in the proper procedures for dealing with spills and emergencies. <br /> These documents are also filed with the local Environmental Health Agency. <br /> • Documents and records that detail the equipment used to store gasoline at <br /> the site and test records documenting that the site is in compliance with <br /> testing requirements. <br /> Records to be On Site in the Gasoline File Box <br /> • Hazardous Materials Maintenance Plan HMMP (7-Eleven) <br /> o Business Activities—States that the site stores gasoline and generates <br /> hazardous waste. <br /> o Business Owner/Operator Identification—Identifies the store <br /> operator and property owner. <br /> o Hazardous Materials Inventories for Gasoline and Carbon Dioxide— <br /> Describes the types of chemicals stored at the site. <br />
