E. Reporting Formffor monitoring (continued) 0
The TLS System has four modes of operation-Leak Detection,Tank Inventory Detection,
Interstitial/Piping Sump Leak Detection and Automatic Delivery Reporting. When the leak monitor
mode is activated, the TLS System continuously monitors fuel levels in each tank and can detect
losses of 0.2 gph. A hourly report on each tank shows temperature-compensated inventory
changes to 0.1 gallon based on inventories when the tank leak mode is initiated. The Leak Monitor
is activated through a push-button mounted on the front panel,or remotely through the RS-232
Telecommunications Interface.
The Tank Inventory Report presents the current status of each tank. It provides station location,
date and time, volume and level of fuel, water level and temperature.
Interstitial/Piping Sump Leak monitoring will be provided using two liquid sensors placed in the
double-wall tank annular space and in the tank manhole space. The LED display on the TLS
console will flash indicating the alarm cause and location.
The Automatic Delivery Increase Report features are generated two minutes after fuel is delivered
to the tank. The printout includes date, time, volume and temperature before and after the increase
and the net increase of inventory.
F. Describe the preventive maintenance schedule for the monitoring
equipment. Note: Maintenance must be in accordance with the
manufacturers' maintenance schedule but not less than every 12 months.
• The Power Supervisor inspects monitoring equipment on a monthly basis.
• Using the capabilities of the UST/IS System, a program was written to run
once each year according to Veeder-Root's specifications and print the
results for each tank location.
There are three diagnostic tests, each for the main and option boards:
-The probe test is a capacitance test for each probe segment.
- The leak test report shown is actually the results of the last test ran in
regular daily testing.
- The annual test shows an"all tests passed" condition. This is to be
expected as any time there is a failure in these areas we would be
notified during our daily polling.
• In addition, physical calibration and physical inspection to recertify the
monitoring equipment is accomplished through a qualified vendor. The
Real Estate Engineer will make the arrangements to have the recertification
done.
G. Describe the training necessary for the operation of UST system, including
piping, and the monitoring equipment: The key personnel on the site are
trained for responding appropriately to any major catastrophe. A training
program conducted by the training department of Pacific Bell provides the
information to the key personnel regarding emergency telephone numbers,
reporting requirements, location of emergency equipment and evacuation
procedures.
