Liquid was observed in the #112, 314, and 516 dispenser sumps. If water could enter into the <br /> secondary containment by precipitation or infiltration, it must be removed and disposed of properly. <br /> Immediately remove this liquid, make a hazardous waste determination per Title 22 hazardous waste <br /> regulations, and manage it accordingly. Ensure that the tank top sumps are maintained free of liquid. <br /> 311. The 91 line leak detector failed to detect a leak when tested. All line leak detectors shall be capable <br /> of detecting a 3-gallon per hour leak at 10 psi. Immediately have a properly licensed, trained, and <br /> certified contractor repair or replace the failed leak detector (LG 113-x listed, if applicable) and obtain a <br /> permit within one business day from the EHD. If the failed leak detector can't be replaced immediately, <br /> there is a possibility that the 91 UST system may be red tagged to prevent fuel inputs. <br /> 313. The 87 direct-bury spill container failed when tested. All spill containers shall have a minimum <br /> capacity of five gallons and be capable of containing a spill or overfill until it is detected or cleaned up. <br /> Immediately discontinue deposition of petroleum into this tank until the component is repaired or <br /> replaced by a properly licensed, trained, and certified contractor under permit and inspection of the EHD. <br /> If the spill container can't be replaced immediately, there is a possibility that the 87 UST system may be <br /> red tagged to prevent fuel inputs. <br /> 314. The mechanical flapper used as the overfill prevention system is being overridden by a stick placed <br /> in the drop tube on the 87 UST. Immediately discontinue deposition of petroleum into this tank until the <br /> stick is removed by a properly licensed, trained, and certified contractor under permit and inspection of <br /> the EHD. If the overfill prevention system can't be returned to normal function immediately, there is a <br /> possibility that the 87 UST system may be red tagged to prevent fuel inputs. <br /> Note: Technician on site verified to the business owner that ElitelV will obtain a permit from the EHD and <br /> and address the above noted violations.
