MSI 94-20-01 <br /> ' On 8 August 1994, the pavement and soils overlying the UST and <br /> fill pipes associated with the UST was removed and the top of the <br /> UST was exposed by Banks & Co. The waste oil product fill piping <br /> ' was purged with nitrogen and water prior to disconnecting the <br /> piping from the UST ports. Following the removal of the fill <br /> pipes, residual contents were noted in the UST prior to rinsing. <br /> ' On 9 August 1994, this product was siphoned into a vacuum <br /> truck prior to rinsing the UST and the UST was triple rinsed using <br /> a pressure washer. Approximately, 450-gallons of waste oil product <br /> and rinseate, generated during rinsing, was siphoned into a vacuum <br /> ' truck and manifested to Petroleum Recycling Corporation (PRC) in <br /> Patterson, California for recycling. A copy of the uniform <br /> hazardous waste manifest, indicating the volume of material <br /> ' transported by PRC and showing signatory acceptance by this <br /> facility is attached to this report. <br /> On 10 August 1994, the appropriate amount of dry ice was <br /> ' placed into the UST; the Lower Explosive Limit (LEL) and oxygen <br /> content were monitored. When acceptable levels for LEL and oxygen <br /> were reached, the UST was removed. The UST was observed to have <br /> had four small holes and was moderately pitted when removed; some <br /> ' exterior oil product was noted on the side of the UST. The UST <br /> measured 41-inches by 44-inches had an approximate volumetric <br /> capacity of 250-gallons. This tank was designated 39-1219-10 and <br /> was marked accordingly prior to transport to West Coast Equipment <br /> in Turlock, California. <br /> During removal of the UST and the underlying concrete support <br /> 1 structure, all of the excavated soils were temporarily stockpiled <br /> onsite. Because of safety considerations, the excavation was <br /> completely lined with a Typlar geo-fabric and backfilled using 3/8- <br /> inch diameter pre-washed, pea gravel to within 6-inches below site <br /> ' grade (BSG) . The excavation was capped with portland-cement <br /> concrete to site grade . The former location of the UST is <br /> presented on the attached tank removal and soil sample location <br /> map. <br /> SAMPLING PROCEDURES AND ANALYTICAL RESULTS <br /> 1 On 10 August 1994, following the removal of the UST, Mr. Steve <br /> Sasson of the PHS-EHD specified that three confirmatory soil <br /> samples would be required to be collected from specific depths. A <br /> ' concrete support structure was present directly beneath the former <br /> UST location. Following the removal of this structure, Mr. Sasson <br /> directed MSI to collect samples from directly beneath and at each <br /> ' end of this structure, beneath-adjacent to the former UST location. <br /> Additionally, Mr. Sasson directed MSI to collect a composite soils <br /> sample from the stockpiled soils to complete a chemical profile for <br /> acceptance to a recycling/disposal facility. <br /> 2 <br /> ' MOORE SERVICES, INC. <br />
