Weber Ave., 3rd Floor <br /> Stockton 95202 <br /> Re: Phase II ESA/PEA <br /> 21,000 Paradise Road, Tracy, CA <br /> (APN: 213-060-13) <br /> Margaret; <br /> Geo-Phase Environmental Inc. is the consultant for the owner of the subject site, <br /> which is a former crop-dusting airport at the northeast limit of the industrial <br /> part of Tracy. It occupies a 10-acre parcel at the northwest corner of the <br /> intersection of Paradise Road and Pescadero Avenue. It was operated as Haley's <br /> Flying Service and currently is partially occupied by a small trucking company. <br /> Environmental Conditions <br /> A search of State and Federal electronic environmental databases completed by <br /> EDR identified Haley's Flying Service in several databases. Most significant is <br /> the Cal-Site listing, which is simply based on the past use of pesticides on the <br /> site. The California Regional Water Quality Control Board (RWQCB) <br /> determined that the operation of the concrete washout pit was not in compliance <br /> with regulations regarding toxic waste pits and the site is listed in the WMUDS <br /> database. The site was also the subject of an investigation of a leaking <br /> underground fuel tank, but the release was adequately mitigated and <br /> subsequently was officially "closed" by the San Joaquin County Environmental <br /> Health Department (EHD). The Property is also identified in the AST list as the <br /> site of a permitted 10,000-gallon aboveground tank. This listing may refer to a <br /> former water tank or may refer to the washout pit. No evidence was found to <br /> indicate that a 10,000-gallon aboveground fuel tank was ever used on the site. <br /> Records on file with the EHD include a 2001 site inspection that revealed the <br /> presence of drums of hazardous waste, apparently consisting of an oil mixture. A <br /> "notice to abate" was issued.
