SEP 15 '93 08=48
•
5 gallon motor vehicle oil containers. The rest of the Property
'had various garbage strewn about with no hazardous waste items.
The majority of the items at the site were concrete pipe and
concrete pipe molds. Piled with the concrete molds was a discarded
car battery, This battery was not leaking.
over the central portion of the property were three stockpiles of
dirt spread approximately 6" to S" thick on visqueen. Discussions
with the property owner revealed that this soil wag the overburden
from a tank removal project at his property located at 412 South
Sacramento Street, This soil had previously contained petroleum
hydrocarbon compounds and had been placed on the property approxi-
mately three yeare ago. it is highly unlikely that these soils
contain any traces of petroleum hydrocarbon compounds due to the
length of the aeration process and the volatility of the compounds,
Therefore, the hazardous nature of these soils is unknown.
3.5 jiaKardous Materia- 1A_gApgg m n
No hazardous materials were detected on the subject property. All
containers at the site were empty.
3.6 po7ychlor,,,{nated Bivhcnvi s PpCB!6J
PC91s were commonly used in dielectric fluids due to their heat
transfer properties. Dielectric fluids containing PCB's are
,governed by Federal and State Laws. use of dielectric fluids
containing DCH is approved as long as the equipment is in service
and the fluid is encapsulated. However, use of dielectric fluid in
newly installed electrical equipment is prohibited. Therefore, the
assessor focused upon electrical equipment when investigating the
presence of PCBIA.
There was no electrical equipment on-site. There is, ,however, a
Pacific, Gas & Electric Company (PG&E) pole mounted transformer.
This transformer was' loeated adjacent to the property line along
Sacrament Street. PG&E was contacted by WESTON and WxSToN was
informed that PG&E no longer has any transformers which contain
PCB's.
3.7 }igygekesaing and Security
As was stated previously, the property was littered with debris of
various types. The property was surrounded by a cyclone fence on
all sides. However, the entrance gates were not secured.
4.0 Review of Faderal. State and Local Regulatory Agency Environ-
mental Lists
WESTON reviewed the State water Resources control Hoardta Report of
Leaking Underground Storage Tanks, the California Regional water
Quality Control Board's, Central Valley Region Tank Tracking
Records, the Environmental Protection Agency's National Priority
List and the California State Expenditure Plan for the Hazardous
It -
