Discussions <br /> with the property owner revealed that this soil wag the overburden <br /> from a tank removal project at his property located at 412 South <br /> Sacramento Street, This soil had previously contained petroleum <br /> hydrocarbon compounds and had been placed on the property approxi- <br /> mately three yeare ago. it is highly unlikely that these soils <br /> contain any traces of petroleum hydrocarbon compounds due to the <br /> length of the aeration process and the volatility of the compounds, <br /> Therefore, the hazardous nature of these soils is unknown. <br /> 3.5 jiaKardous Materia- 1A_gApgg m n <br /> No hazardous materials were detected on the subject property. All <br /> containers at the site were empty. <br /> 3.6 po7ychlor,,,{nated Bivhcnvi s PpCB!6J <br /> PC91s were commonly used in dielectric fluids due to their heat <br /> transfer properties. Dielectric fluids containing PCB's are <br /> ,governed by Federal and State Laws. use of dielectric fluids <br /> containing DCH is approved as long as the equipment is in service <br /> and the fluid is encapsulated. However, use of dielectric fluid in <br /> newly installed electrical equipment is prohibited. Therefore, the <br /> assessor focused upon electrical equipment when investigating the <br /> presence of PCBIA. <br /> There was no electrical equipment on-site. There is, ,however, a <br /> Pacific, Gas & Electric Company (PG&E) pole mounted transformer. <br /> This transformer was' loeated adjacent to the property line along <br /> Sacrament Street. PG&E was contacted by WESTON and WxSToN was <br /> informed that PG&E no longer has any transformers which contain <br /> PCB's. <br /> 3.7 }igygekesaing and Security <br /> As was stated previously, the property was littered with debris of <br /> various types. The property was surrounded by a cyclone fence on <br /> all sides. However, the entrance gates were not secured. <br /> 4.0 Review of Faderal.
