` Mr.Jeffrey Wong <br /> May 26,2010 <br /> Page 2 <br /> �-- Piping Removal and Disposal <br /> Prior to removal of the piping,permits were obtained from the Stockton Fire Department <br /> (SFD)and the San Joaquin County Environmental Health Department(SJCEHD). The <br /> SJCEHD was then notified of the date of planned removal activities. Following issuance <br /> �. of the original permit,the SJCEHD issued revised permits dated March 30, 2010 and <br /> May 13, 2010. Copies of the permits, revisions, and regulatory correspondence are <br /> included in Attachment 2. <br /> On May 3, 2010, Gettler-Ryan personnel disconnected the fuel piping leading from the <br /> UST to the generator. The piping was then plugged and removed from the secondary <br /> containment. Fuel within the piping was drained back into the UST, and the piping then <br /> placed into a 20-yard closed top bin. The vent line piping was then removed from its <br /> secondary containment and placed in the bin. All removed piping was observed to be in <br /> good condition, with no holes or indications of leakage observed. Following removal, the <br /> fuel and vent piping was transported off-site by Ecology Control Industries(ECI)to their <br /> facility in Richmond, California for disposal under hazardous waste manifest number <br /> r, 002135673 JJK. Copies of the manifest and certificate of destruction for the piping are <br /> included in Attachment 3. <br /> Soil Sampling Activities <br /> On May 3, 2010, one soil sample, labeled PL-1, was collected from the pipeline <br /> excavation under the direction and supervision of Mr. Jeffrey Wong with the SJCEHD <br /> w..�, (Figure 2). Prior to collecting the soil sample, a hand auger was used to uncover.native. <br /> soil to a depth of approximately 2 feet below surface grade (bsg),one foot below the base <br /> of the piping trench. The soil sample was then collected using a brass sample tube. <br /> Following collection, the sample was labeled and placed into an insulated chest with ice <br /> pending transport to the analytical laboratory. A copy of the chain-of-custody <br /> documentation is included in Attachment 4. <br /> W <br /> Laboratory Analysis and Results <br /> The soil sample was submitted to McCampbell Analytical, Inc.,a DHS-certified <br /> �- laboratory located in Pittsburgh, California, for analysis for total petroleum hydrocarbons <br /> as diesel (TPH-D) via EPA Method 8015B,and for benzene, toluene, ethylbenzene, and <br /> xylenes (BTEX) constituents via EPA Method 8260B. Sample analytical results were <br /> requested on a same day turnaround, and were forwarded by the laboratory directly to <br /> Mr. Jeffrey Wong of the SJCEHD. <br /> No analytes were detected in the soil sample. Results are summarized in Table 1 and <br /> depicted on Figure 3. In an email dated May 3, 2010,the SJCEHD granted permission to <br /> backfill the excavation. A copy of the laboratory analytical report is included in <br /> Attachment 4, with a copy of the regulatory correspondence included in Attachment 5. <br /> Fire Department Inspection Record <br /> ` On May 13, 2010, the SFD performed an inspection of the newly-installed piping leading <br /> ,� from the UST to the emergency backup generator.
