Tank Purging <br /> Following the removal of remaining product, Tanks C and D will be purged of flammable <br /> vapors to the satisfaction of the City of Stockton Fire Department. Both tanks will be <br /> purged using pelletized dry ice, at a ratio of 15 lbs. of dry ice for every 1,000 gallons of tank <br /> capacity (total of 75 lbs). The total amount of dry ice utilized will be verified to the City of <br /> Stockton Fire Department by sales receipt. The dry ice will be introduced to both tanks <br /> through their respective fill pipes. The dry ice sill be allowed to sublime and displace the <br /> atmosphere in each tank for thirty minutes or until flammable vapors are no longer <br /> escaping from each tank's respective vent pipe, whichever takes longer. An LEL meter will <br /> be utilized to measure the concentration of vapors emanating from the respective tank's <br /> vent pipe. <br /> Tank Triple Rinsing <br /> Following tank inerting, both tanks will be triple rinsed. Triple rinsing will consist of <br /> spraying the inside of each tank with a mixture of trisodium phosphate and water to remove <br /> any sludges or solids. Following each rinsing run, the rinsate will be removed by vacuum <br /> truck. Rinsing will continue until the SJLHD is satisfied each tank has been sufficiently <br /> rinsed. The accumulated rinsate will then be transported by a State of California licensed <br /> hazardous waste hauler (AEMC) under hazardous waste manifest to a TSD facility for <br /> treatment. <br /> r <br /> Soil Sampling <br /> Soil samples will be collected adjacent to and directly beneath both ends of all three tanks <br /> using geotechnical drilling and sampling techniques. Both inclined and vertical boreholes <br /> will be drilled to collect the samples. Locations of the boreholes, and attitudes of the <br /> inclined boreholes, are presented on Figure 3 - Borehole Locations. Vertical boreholes will <br /> be drilled at the south end of Tank's C and D due to clearance and space restrictions which <br /> preclude drilling inclined boreholes in this area of the facility.
