S,TLHD PERMIT# 88-2994. <br /> Dear Mr. Snavely: <br /> On behalf of FabriCare, American Environmental Management Corporation <br /> (AEMC) is pleased to submit to the San Joaquin Local Health District (SJLHD) the <br /> following analytical results of soil samples collected from the base and beneath both <br /> ends of tanks C& D at the FabriCare Facility, 711 South San Joaquin Street, <br /> Stockton, California. The analytical results are being sent to the SJLHD for review <br /> and approval prior to closing both tanks in-place by slurry mix filling. The soil <br /> samples were collected and analyzed in accordance with AEMC's Workplan for <br /> Permanent Closure of Underground Storage Tanks at the FabriCare Facility, <br /> Stockton, California, dated 30 September, 1988, which was approved by the SJLHD <br /> on 11 November, 1988. The soil samples were collected on 1 December, 1988, and <br /> submitted for analyses the same day. Laboratory analyses was conducted b <br /> AEMC's analytical laboratory (State of California Certification # 210). All analyses <br /> were completed on 15 December, 1988. <br /> A total of nine (9) soil samples were collected: eight (8) field samples and one (1) <br /> field duplicate. Table 1 lists sample identifiers, depth of collection, analyses <br /> conducted, and analytical results. Figures 3A and 3B illustrate the borehole <br /> locations and soil sample sites. Toluene was the only pur&eable aromatic <br /> constituent detected. Total petroleum hydrocarbon constituents were not detected <br /> in any of the soil samples analyzed. Analytical reports and borehole lithologic logs <br /> are attached. <br /> Several factors justify why both tanks should not to be considered a source of the <br /> toluene detected in the soiltsamples analyzed. Both tanks were used exclusively to <br /> store diesel fuel. Toluene is a minor component ('typically less than 0.1%) in diesel <br /> fuel blends. Both tanks were pressure tested in November 1986 utilizing a leak <br /> detection system (LeakLokator LD2000 System) with a specification (0.05 gph <br /> accuracy) meeting the criteria of Title 23 of the California Administrative Code. <br /> The results of the 1986 pressure tests exceeded the minimum requirement in Title <br /> 23, indicating that the tanks had not breached. Total petroleum hydrocarbon (TPH) <br /> concentrations were not detected in any of the soil samples collected on 1 <br /> December (Table 1). The detection of TPH concentrations in these soil samples <br /> would have indicated if either tank, or both, had been breached.
