each tank contained approximately 4000 gallons of diesel fuel over the preceding stat <br /> months, if either or both tanks had been breached, concentrations of TFH would <br /> have been detected in the soil samples collected on 1 December. Toluene is a <br /> major component in paints and lacquers. The FabriCare facility was previously <br /> occupied b a paint distributorship. Operations at the facility at that time included <br /> blending of paints and lacquers. Therefore, it is quite possible that the toluene <br /> concentrations detected are an artifact of these operations. Based on all of these <br /> factors, AEMC concludes that both tanks are structurally sound, have not been <br /> breached, and should be closed in-place by slurry mix filling. <br /> Additionally, AEMC believes that the concentrations of toluene detected in the soil <br /> samples collected do not represent a hazard to human health, as long as the soil <br /> profile in which the concentrations of toluene were detected is not disturbed. <br /> Further, because depth to groundwater in the vicinity of the facility is greater than <br /> 50 feet, and that the quality of groundwater is not considered suitable for human <br /> consumption, it does not appear that the concentrations of toluene detected could <br /> adversely the quality, or beneficial use, of groundwater in the vicinity of the facility. <br /> Finally, documented laboratory and full-scale pilot studies have shown that <br /> hydrocarbon compounds, including toluene, decompose in the presence of naturally- <br /> occurring microbial and bacterial populations through metabolic action. It is <br /> anticipated therefore that the toluene concentrations detected will eventually <br /> decompose in this manner.
