The following is an itemized list of underground storage tank violations that have not <br /> been addressed for Fast Lane Central Valley as of October 16, 2017. <br /> Open violations from June 20,2017 inspection <br /> Violation#305-VPH monitoring of the interstitial spaces of the UST system is not maintained. <br /> On the truck side of the facility:the L22:dispenser 17 bene sensor failed when tested. Also the S2:diesel south <br /> vent and S3: diesel north piping failed the high liquid alarm when tested.The sensors monitoring the liquid level in <br /> the interstitial space shall be maintained so that a breach in the primary or secondary containment is detected <br /> before the hazardous substance is released into the environment. Correct immediately by having a properly <br /> licensed, trained, and certified contractor replace the failed component with a functional component(LG 113-x <br /> listed, if applicable)and obtain a permit within one business day from the EHD. If the failed component can't be <br /> replaced immediately,there is a possibility that the diesel tank 1 south UST system may be red tagged to prevent <br /> fuel inputs. <br /> Vacuum sensor monitoring of the secondary containment piping on the auto and truck sides of the facility of the <br /> vacuum/pressure/hydrostatic(VPH)system were not tested during the inspection.The interstitial space of the <br /> underground storage tank shall be maintained,as designed, under constant vacuum such that a breach in the <br /> primary or secondary containment is detected before the hazardous substance is released into the environment. <br /> Immediately contact a properly licensed,trained,and certified contractor to install the needed components on the <br /> truck side and test communication of the VPH components on both the auto and truck sides of the facility under <br /> inspection by the Environmental Health Department(EHD). <br /> Violation#316-Secondary containment not constructed to prevent water intrusion(after Jul 2003). <br /> Water was found on the auto side in the 87-product submersible turbine pump(STP), 87-product fill, 91-product <br /> STP, 91-product fill,diesel STP,diesel fill and vent sumps; and on the truck side water was found in the T1 diesel <br /> tank south STP,T2 diesel tank north STP,and vent sumps. Liquid (possibly product)was found in under dispenser <br /> containments for dispensers 14A/15B, 15A/1 GB, 16A/17B and 17A/1 8B. Secondary containment shall be <br /> constructed to prevent any water intrusion into the system by precipitation, infiltration, or surface runoff. <br /> On the auto side of the facility,the service technicians removed approximately: <br /> one-quarter cup of water from the 87-product STP sump; <br /> two gallons of water from the 87-product fill sump; <br /> one cup of water from the 91-product STP and fill sumps; <br /> two cups of water from the diesel STP sump; <br /> one gallon of water from the diesel Till sump; and <br /> one inch of water in the auto vent sump. <br /> The service technicians did not remove any liquid from the truck side of the facility. Immediately remove this liquid, <br /> make a hazardous waste determination per Title 22 hazardous waste regulations, and manage accordingly. <br /> Immediately contact a properly licensed,trained,and certified contractor to address the water/liquid intrusion listed <br /> above. <br /> Open violations from August 08,2016 inspection <br /> Violation#305-VPH monitoring of the interstitial spaces of the UST system is not maintained. <br /> Vacuum sensor monitoring of the secondary containment piping of the truck side of the facility of the <br /> vacuum/pressure/hydrostatic(VPH)system has not been tested to date.
