Vicki McCartney [EH]
From: Vicki McCartney [EH]
Sent: Wednesday, November 16, 2016 2:31 PM
To: 'Michelle Mancera'
Subject: RE: Fast Lane-Lathrop, 116 E Roth Rd_EHD
Hello Michelle,
have reviewed the three monitoring system certification inspection reports for Fast Lane Central Valley at 116 E. Roth
Road, Lathrop, CA that were received at the Environmental Health Department by email on November 2, 2016.The
three reports include testing completed on 6/16/2016 on the auto side of the facility; 6/17/2016 on the truck side of the
facility; and 8/8/2016 on both the auto and truck sides of the facility.
None of the reports included the alarm history printed from the panel. Please submit the alarm history for each of the
testing dates.
Comments concerning testing completed on the auto side on 6/16/2016:
Page 2, the question was answered "yes" for: If alarms are relayed to a remote monitoring system, is all communication
equipment operational? If the answer is yes, please explain where the remote monitoring system is located.
Page 2, the question was answered N/A : For tank systems that utilize the monitoring system as the primary tank overfill
warning device, is the overfill warning alarm visible and audible at the tank fill points and operating properly? Please
comment in Section E that the 87-, 91-,and diesel-product ATG probes were tested on 8/8/2016 and triggered an
audible and visual overfill warning alarm at 90 percent of tank capacities.
Page 2, the question was answered "no" for: Was liquid found inside any secondary containment systems designed as
dry systems? Liquid was found in the 91-product fill sump (approximately one-quarter cup) and approximately one-
quarter inch of water was found on the south sloping side of the vent box on the auto side of the facility. This questions
needs to be revised.
Page 3, the box is checked for—Check this box if tank gauging is used only for inventory control. It is not appropriate to
check this box. ATG is used for overfill protection. Please revise and complete the questions in Section F and add
comments in Section H, if appropriate.
Comments concerning testing completed on the truck side on 6/17/16:
Page 2,the question was answered "yes"for: If alarms are relayed to a remote monitoring system, is all communication
equipment operational?
