Liquid (possibly product)was found in under dispenser <br /> containments for dispensers 14A/15B, 15A/16B, 16A/17B and 17A/18B. Secondary containment shall be <br /> constructed to prevent any water intrusion into the system by precipitation, infiltration, or surface runoff. <br /> On the auto side of the facility, the service technicians removed approximately: <br /> one-quarter cup of water from the 87-product STP sump; <br /> two gallons of water from the 87-product fill sump; <br /> one crap of water from the 91-product STP and fill sumps; <br /> two cups of water from the diesel STP sump; <br /> one gallon of water from the diesel fill sump; and <br /> one inch of water in the auto vent sump. <br /> The service technicians did not remove any liquid from the truck side of the facility. Immediately remove this liquid, <br /> make a hazardous waste determination per Title 22 hazardous waste regulations, and manage accordingly. <br /> Immediately contact a properly licensed, trained, and certified contractor to address the water/liquid intrusion listed <br /> above. <br /> This is a repeat violation, Class Il. <br /> 319 CCR 2635(b) No spill bucket, failed to contain five gallons, or failed to provide a means to keep it empty. <br /> The 87-product spill container on the auto side and the tank 2 diesel north spill container on the truck side failed the <br /> one-hour hydrostatic test. All USTs shall be equipped with a spill container that has a minimum capacity of five <br /> gallons and a drain valve that allows drainage of the collected spill into the primary container or provides a means to <br /> keep the container empty. The service technician replaced the caps, tested functionality and the both spill <br /> containers passed the one-hour hydrostatic test. <br /> This was corrected on site. <br /> This is a repeat violation, Class Il. <br /> Overall Inspection Comments: <br /> An inspection checklist was provided to the facility clerk on the day of inspections (June 19 and 20, 2017). The <br /> Environmental Health Department (EHD) has written the complete report which replaces the initial checklist. <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, within 30 days of receiving the complete inspection report. <br /> Note: The annual monitoring system certification testing was not completed during the two days of testing on <br /> June 19 and 20, 2017. Vacuum sensor monitoring of the secondary containment piping on the auto and truck <br /> sides of the facility of the vacuum/pressure/hydrostatic (VPH) system were not tested during these two days. <br /> The interstitial space of the underground storage tank shall be maintained, as designed, under constant vacuum <br /> such that a breach in the primary or secondary containment is detected before the hazardous substance is <br /> FA0015977 PR0523684 SCOOT 06120!2017 <br /> EHD 23-01 Rev.09/22116 Page 10 of 11 underground Storage Tank Program CIR <br />
