Also the S2: diesel south <br /> vent and S3: diesel north piping failed the high liquid alarm when tested. The sensors monitoring the liquid level in <br /> the interstitial space shall be maintained so that a breach in the primary or secondary containment is detected <br /> before the hazardous substance is released into the environment. Correct immediately by having a properly <br /> licensed, trained, and certified contractor replace the failed component with a functional component(LG 113-x <br /> listed, if applicable) and obtain a permit within one business day from the EHD. If the failed component can't be <br /> replaced immediately, there is a possibility that the diesel tank 1 south UST system may be red tagged to prevent <br /> fuel inputs. <br /> Vacuum sensor monitoring of the secondary containment piping on the auto and truck sides of the facility of the <br /> vacuum/pressure/hydrostatic(VPH) system were not tested during the inspection. The interstitial space of the <br /> underground storage tank shall be maintained, as designed, under constant vacuum such that a breach in the <br /> primary or secondary containment is detected before the hazardous substance is released into the environment. <br /> Immediately contact a properly licensed, trained, and certified contractor to install the needed components on the <br /> truck side and test communication of the VPH components on both the auto and truck sides of the facility under <br /> inspection by the Environmental Health Department(EHD). <br /> This is a repeat violation, Class Il. <br /> 306 CCR 2630(d) Monitoring equipment is not installed or maintained to detect a leak at the earliest opportunity. <br /> The 208 sensors in the tank 1 diesel south and tank 2 diesel north submersible turbine pump (STP) sumps were <br /> located on the opposite side of the sumps from where most of the liquid had accumulated at the lowest point in the <br /> sumps and the 208 sensors were not located to detect a leak at the earliest opportunity. Monitoring equipment shall <br /> be maintained to be able to detect a leak at the earliest possible opportunity. The sensor was relocated to the <br /> lowest point of the sump by the service technician.
