The sensors monitoring the liquid level in the interstitial space shall be maintained so that a breach in the primary or secondary containment is detected before the hazardous substance is released into the environment. Correct immediately by having a properly licensed, trained, and certified contractor replace the failed component with a functional component(LG 113-x listed, if applicable) and obtain a permit within one business day from the EHD. If the failed component can't be replaced immediately, there is a possibility that the diesel tank 1 south UST system may be red tagged to prevent fuel inputs. Vacuum sensor monitoring of the secondary containment piping on the auto and truck sides of the facility of the vacuum/pressure/hydrostatic(VPH) system were not tested during the inspection. The interstitial space of the underground storage tank shall be maintained, as designed, under constant vacuum such that a breach in the primary or secondary containment is detected before the hazardous substance is released into the environment. Immediately contact a properly licensed, trained, and certified contractor to install the needed components on the truck side and test communication of the VPH components on both the auto and truck sides of the facility under inspection by the Environmental Health Department(EHD). This is a repeat violation, Class Il. 306 CCR 2630(d) Monitoring equipment is not installed or maintained to detect a leak at the earliest opportunity. The 208 sensors in the tank 1 diesel south and tank 2 diesel north submersible turbine pump (STP) sumps were located on the opposite side of the sumps from where most of the liquid had accumulated at the lowest point in the sumps and the 208 sensors were not located to detect a leak at the earliest opportunity. Monitoring equipment shall be maintained to be able to detect a leak at the earliest possible opportunity. The sensor was relocated to the lowest point of the sump by the service technician. Ensure that all monitoring equipment is maintained to detect a leak at the earliest opportunity. This was corrected on site. This is a Class II violation.
