Introduction. Pursuant to Section 8.24.050 of the Lodi Municipal <br /> Code ("Code"), the Enforcing Officer of the City of Lodi, California ("Enforcing <br /> Officer") issues this Limited Monitoring and Information Order ("Order") to John <br /> Stanley Bowen ("Respondent") of 3592 West Sargent Road, Lodi, California. <br /> Respondent shall fully comply with this Order if he causes or attempts to cause <br /> the removal of any underground storage tanks ("USTs"), including any <br /> underground piping connected to such tanks, at or from the property known as 226 <br /> South School Street("Property"), Lodi, California. <br /> 2. Jurisdiction. Volatile organic compound ("VOC") contamination has been <br /> detected in several City of Lodi public water supply wells, including one in close proximity to the <br /> Property, and in soil gases and sewer lines in the immediate vicinity of the Property. Accordingly, <br /> the Enforcing Officer has determined that there may be an Environmental Nuisance at the Property <br /> that may present an endangerment to public health,welfare, or the environment. Respondent is the <br /> owner of the Property and is therefore a Responsible Party, within the meaning of Section <br /> 8.24.010(16) of the Code. The limited monitoring, testing, analysis, and reporting activities required <br /> by this Order are a reasonable step toward ascertaining the nature and extent of any such <br /> Environmental Nuisance and any endangerment resulting therefrom. <br /> 3. Proposal Submission. No later than thirty days after the issuance of this Order, <br /> Respondent shall submit to the Enforcing Officer's Representative a proposal ("Proposal") for <br />
