Introduction. Pursuant to Section 8.24.050 of the Lodi Municipal Code ("Code"), the Enforcing Officer of the City of Lodi, California ("Enforcing Officer") issues this Limited Monitoring and Information Order ("Order") to John Stanley Bowen ("Respondent") of 3592 West Sargent Road, Lodi, California. Respondent shall fully comply with this Order if he causes or attempts to cause the removal of any underground storage tanks ("USTs"), including any underground piping connected to such tanks, at or from the property known as 226 South School Street("Property"), Lodi, California. 2. Jurisdiction. Volatile organic compound ("VOC") contamination has been detected in several City of Lodi public water supply wells, including one in close proximity to the Property, and in soil gases and sewer lines in the immediate vicinity of the Property. Accordingly, the Enforcing Officer has determined that there may be an Environmental Nuisance at the Property that may present an endangerment to public health,welfare, or the environment. Respondent is the owner of the Property and is therefore a Responsible Party, within the meaning of Section 8.24.010(16) of the Code. The limited monitoring, testing, analysis, and reporting activities required by this Order are a reasonable step toward ascertaining the nature and extent of any such Environmental Nuisance and any endangerment resulting therefrom. 3. Proposal Submission. No later than thirty days after the issuance of this Order, Respondent shall submit to the Enforcing Officer's Representative a proposal ("Proposal") for
