I submitted this plan to Kasey Foley, Senior supervising <br /> REHS, for review. <br /> Also, on May 23, 1995, I re-dialed # (209)467-6735 and reached Diamond Walnut. <br /> As per operator, this number belongs to Mike Lescisin. <br /> May 30, 1995 <br /> Kasey Foley returned the Closure Plan to me with a request for a third <br /> condition. A fire permit is to be obtained prior to closure activities was <br /> added. I checked out the hazardous waste haulers registration, and called the <br /> contractor. The plan is conditionally approved. <br /> I phoned and spoke to Sherry Romero and told her status of tank removal and <br /> fees owing. Mrs. Romero said she bought the property 7 years ago (1988) and <br /> the UST was not disclosed at the time of sale. I told her she could sue <br /> former owner as the UST law was in effect in 1988. <br /> June 9, 1995 <br /> Today I performed a tank closure inspection with Ron Hiltscher, COS Fire <br /> Department. The tank excavation was re-opened by David Fisch, Contractor, and <br /> soil samples from the excavations' bottom and stockpile were obtained by Ray <br /> Azevedo, sampler from GeoAnalytical Laboratories, for unknown fuel analysis. <br /> After sampling, the stockpile was placed back into the tank excavation. <br /> (Closure Inspection 2 E) <br /> As per contractor the tank was not dry iced today, because the tank was dry <br /> iced and a 2 ft. hole was cut in it on 5-5-95. Ron Hiltscher checked the <br /> L.E.L and told me the tank was dead, and ready for hauling. Ron Hiltscher saw <br /> the 2 ft. hole in the tank, and I explained to him the removal and cutting of <br /> the tank was done without a fire permit. Ron Hiltscher spoke to David Fisch <br /> about fire permit requirements. <br /> June 20, 1995 <br /> I received and reviewed UST soil sampling results which showed a elevated <br /> stockpile lead at 190 ppm. I phoned Fisch Environmental Construction, spoke <br /> to Chris Fisch, and requested the stockpile soil be tested again with a wet <br /> test (STLC) to determine the leachable lead level. The total stockpile lead <br /> level (Pb = 190 ppm) was higher than the allowable limit of 10 times the <br /> Soluble Threshold Limit Concentration (STLC) for lead of 5 ppm. (6-9-95 <br /> laboratory results 2 F) <br /> Site follow up revealed laboratory stockpile soil sample results from STLC <br /> have not been received_ <br /> July 31, 1995 <br /> Received and discussed letter (Work Plan 2 H) and STLC results from 6-9-1995 <br /> stock pile sample (STLC 2 F) over the counter with David Fisch. Work plan <br /> stated contaminated soils will be excavated and taken to proper disposal <br /> facility. David Fisch stated lead wet test (STLC) results have been sent to <br /> PHS-EHD. (Note: STLC results on the stockpile Pb = 15.3 ppm. STLC confirms <br /> higher than allowed lead levels in stockpile soil used to back fill UST <br /> excavation.) The stockpile soils will have to be excavated from tank hole and <br /> properly disposed of prior to site clean letter. Soil excavation will not <br /> take place until David Fisch obtains approval from disposal facility. <br /> September 5, 1995 <br /> Received a call from Chris Fisch to set up the re-excavation and re-sampling <br /> inspection for September 7, 1995. <br /> 5 <br />
