0 <br /> PRELIMINARY SITE CHARACTERIZATION WORK PLAN <br /> 315 SOUTH CENTER STREET AND 37 WEST SONORA STREET <br /> STOCKTON, CALIFORNIA <br /> 1.0 INTRODUCTION <br /> This work plan is for a preliminary characterization of the property at 315 South Center Street and <br /> 37 West Sonora Street(site)in Stockton,California. The purpose of the preliminary characterization <br /> is to investigate the possibility that Halogenated Volatile Organic Constituants (HVOCs) may be <br /> present in sub-surface soil near the former and current location of two dry cleaner facilities (dry <br /> cleaners). <br /> This work plan was commissioned by Mr. Chris Cammack of CL Properties, VI (client) in an <br /> agreement (C-199-195) dated December 3, 1999. Mr. Cammack can be contacted at, 8227 North <br /> Fresno Street, Fresno, California 93720, telephone number(559) 437 - 1333. The IBPOE of W. <br /> Lodge 1016 (P.O. Box 691985, Stockton, California 95212) owns both parcels . <br /> This work plan was prepared by The Twining Laboratories, Inc. (Twining), Environmental and <br /> Geological Services Division. <br /> This work is not being carried out to meet the requirements of any regulatory agency. The work is <br /> being carried out to provide data for a property transaction. The San Joaquin County Environmental <br /> Health Department(SJCEHD) is the regulatory agency performing governmental oversight of this <br /> project. Based on the results of this characterization,the client and the property owner request that <br /> the SJCEHD provide a statement of either"no further action necessary" or"additional assessment <br /> is necessary so that one or more appropriate corrective actions may be identified and proposed" as <br /> warranted. <br /> 2.0 BACKGROUND <br /> A description of the site, the geologic and hydrologic characteristics, and the project history are <br /> summarized in the following subsections. <br /> 2.1 Site Description: The site (Assessor's parcel number137-31-10 and 137-31-16) is west of <br /> South Center Street,and west of East Sonora Street. The 513 South Center Street portion is located <br /> at 380 57.365'Latitude and 1210 17.473'Longitude and the 37 West Sonora Street portion is located <br /> at 380 57.350'Latitude and 1210 17.480'Longitude The site is currently vacant. The site elevation <br /> is approximately 14 feet above mean sea level(MSL). Drawing 1 is a site location map and Drawing <br /> 2 is a site plan. <br /> 2.2 Geoloeic and HydroloAc Characteristics: The following subsections summarize the <br /> geology and hydrology of the Stockton area. <br /> 2.2.1 Geology: The site is in the southern portion of the San Joaquin Valley within the central <br /> portion of the Great Valley geomorphic province of California. The Great Valley is a nearly flat <br /> northwest to southeast trending structural basin approximately 450 miles long by 50 miles wide. <br /> The Great Valley has been filled with a sequence of older to younger alluvium of Pliocene to <br /> Holocene age which overlie sedimentary rocks of Cretaceous to Tertiary age. These sedimentary <br /> units, in turn, overlie a crystalline basement of Paleozoic and Mesozoic metamorphic and igneous <br /> rocks. The shallow subsurface geology in the site vicinity is a heterogeneous mix of gravel, sand, <br /> silt, and clay(Hackel, 1966). <br />
