CL Properties, V1 E3 7801.02A
December 6, 1999 Page 2
2.2.2 Hydrology: First encountered groundwater in the site vicinity occurs under unconfined
(water table) conditions at a depth of approximately 25 feet below site grade (BSG) (California
Department of Water Resources, 1998).
Sediments containing fresh groundwater are largely unconsolidated silts and sands which were
derived from river channel, flood plain, and alluvial fan deposits of Pliocene to Recent age(Davis
and others, 1959). Local groundwater flow may be influenced by pumping of water wells and
recharge from various sources. Evaluation of the effects of these conditions on groundwater beneath
the site is beyond the scope of this investigation.
2.3 Site Historv: The 315 South Central Avenue portion site is reported as the former location
of a dry cleaning facility. Based on the results of a site survey, locations have been tentatively
selected at the potential former locations of the building pad (as shown on Drawing 2).
The 37 West Sonora portion of the site is adjacent to an active dry cleaning facility(Snow Cleaners
38 West Sonora Street). Soil vapor survey locations have been tentatively selected directly adjacent
and downgradient to the active dry cleaning facility.
This work is being initiated at the request of our client to determine whether soil beneath the site has
been impacted by Halogenated Volatile Organic Constituents(HVOCs)from former site use. The
scope of services proposed for this investigation are listed below.
3.0 PURPOSE AND SCOPE
The purpose of this site characterization is to obtain data on soil conditions beneath the former UST
and fuel dispenser island locations. In the event evidence of HVOCs is discovered, additional
assessment work may be necessary so that one or more appropriate corrective actions may be
identified. The following scope of work is proposed to achieve the stated objective:
• Obtain permits from the SJCEHD;
• Install soil vapor probes to collect soil vapor samples from selected locations (sampling
points) at the project site;
• Chemically analyze soil vapor samples in the laboratory for selected HVOCs;
• Evaluate the field and analytical data and assess the presence of HVOCs in soil;
• Assess the need for additional soil and/or groundwater characterization and/or identify
remedial action alternatives; and
• Prepare a technical report to document the investigative procedures,summarize the findings,
and present conclusions and recommendations.
Following completion of this work,if warranted,the SJCEHD is requested to provide a letter stating
that"...all appropriate response actions have been completed and no further work is needed..." for
the former dry cleaner facility. Copies of the required SJCEHD Well Permit Application Forms are
contained in Appendix D.
