Harding Way, Stockton <br /> San Joaquin County,California;SJCEHD Case No. 1136 <br /> Dear Mr. Morescalchi: <br /> On behalf of Atlantic Richfield Company(a BP affiliated company), Broadbent&Associates, Inc. <br /> (Broadbent)is pleased to present this Well Abandonment Work Plan(Work Plan)for ARCO Station No. <br /> 4932(Drawingsl and 2) located in Stockton,San Joaquin County,California. This Work Plan was written <br /> in response to the December 24,2013 letter from San Joaquin County Environmental Health <br /> Department(SJCEHD)which directed to submit a scope of work proposal detailing the conditions and <br /> construction of the wells and the methods and materials to be used in destroying them. <br /> Background pi <br /> 0?' <br /> The site is an active ARCO AM/PM station that ha ad a history of petroleum hydrocarbon soil and <br /> groundwater contamination and is being conside ed for closure by SJCEHD as it meets the State Water <br /> Resources Control Board's Low Threat Closure P licy. This work plan presents the scope and anticipated <br /> schedule for abandonment of thirty-five wells enty monitor wells(MW-1 through MW-11,DMW-1 <br /> through DMW-7, DMW-9,and DMW-10);six air sparge wells (S-1 through S-6);two vapoxtraction — <br /> wells(SVE-1 and SVE-2);and,seven groundwater extraction wells(EW-1 through EW-7). The removal of <br /> off-site ozone sparge system is also discussed briefly. The activities will be performed following the 60- <br /> day public participation period expiration,and any responses received during this period have been <br /> properly addressed and approved by SJCEHD. <br /> Preliminary Activities,Local Permitting and Notification <br /> Prior to the start of field activities, Broadbent will obtain a drilling permit from SJCEHD. In addition, <br /> Broadbent will prepare a Site Health and Safety Plan (HASP)for the proposed work,clear the Site for <br /> subsurface utilities,and provide a minimu 24-hour advance notification to SJCEHD prior to start of field <br /> activities. The utility clearance will include no–tWing Underground Service Alert(USA)of the pending <br /> work a minimum of 48 hours prior to initiating the field investigation and securing the services of a <br /> private utility locating company to confirm the absence of underground utilities at the well location. <br /> ENVIRONMENTAL WATER RESOHRHES ENR/NEER/NH <br />
