Afi 1 n F� • <br /> RD ECRWL�PDj SECOR <br /> DEC 15 2pOp International Incorporated <br /> December 14, 2000 <br /> Project 077 41983 310 ENVIRONMENT HEALTHPERMIT/SERVICES <br /> Ms Lon Duncan <br /> San Joaquin County Public Health Services <br /> Environmental Health Division <br /> 304 East Weber Avenue, Third Floor <br /> Stockton, California <br /> Re: Work Plan for Interim Remediation/Feasibility Testing <br /> ARCO Service Station#4932 <br /> 16 East Harding Way <br /> Stockton, California <br /> Dear Ms Duncan <br /> This letter, prepared by SECOR International Incorporated (SECOR) on behalf of <br /> Atlantic Richfield Company (ARCO), presents a work plan for interim <br /> remediationlfeasibility testing at the subject site (Figures 1 and 2) ARCO is proposing <br /> to initiate short-term dual-phase extraction (DPE) at the site using a mobile extraction <br /> and treatment system supplied by SECOR The SECOR DPE system is designed to <br /> extract soil vapor and groundwater(and free product if present) simultaneously from the <br /> subsurface SECOR anticipates that this interim measure will reduce the potential for <br /> the further migration of dissolved hydrocarbons in groundwater at the site by <br /> performing mass removal m the anticipated source area Additionally, during interim <br /> remedial activities, data will be collected to determine the long-term <br /> necessity/feasibility of DPE as a remedial method for the site This work plan has been <br /> prepared in response to a letter by San Joaquin County Department of Environmental <br /> Health (SJCDEH) dated November 21, 2000 (Attachment A) requiring remedial work <br /> plan submittal by December 15, 2000 <br /> The November 21, 2000 SJCDEH letter also requested submittal of a work plan for <br /> additional investigation at the site As requested, a work plan for additional <br /> investigation will be submitted by January 8, 2001 <br /> This work plan includes a brief discussion of site background and previous <br /> investigations, proposed scope of work, and schedule <br /> SITE BACKGROUND AND PREVIOUS INVESTIGATIONS <br /> The site is currently an active ARCO retail station located at 16 East Harding Way, <br /> Stockton, California (Figure 1) In 1999, the excavation and removal of three gasoline <br /> USTs, and associated dispensers and product lines was performed by Gettler Ryan <br /> Construction of Dublin, California Approximately 781 tons of soil was over-excavated <br /> from the areas of the UST complex and dispenser islands during site remodeling <br /> 3017 Kilgore Road, Suite 100, Rancho Cordova, CA 95670 916 861 0400 916 861 0430 fax wwzc secor com <br />
