aAdvanced <br />nterconnect <br />rECNNO10611S <br />EMERGENCY RESPONSE PLAN <br />1. Purpose <br />The purpose of this Emergency Response Plan is to establish responsibilities <br />and procedures to deal with emergencies that may result from such things as a <br />fire, earthquake, release or spill of a hazardous substance, or a power failure. In <br />case of an emergency, these procedures are to be followed by all employees, <br />visitors, contractors or any other individuals at the facility. <br />This Plan complies with California Title 8, Section 3220, CFR 1910.38, CFR <br />1910.120, and California Title 22, Section 66265. Appendix A of this Plan <br />includes the Hazardous Materials Management Plan (HMMP) which fulfills the <br />requirements of the San Joaquin County Hazardous Materials Program <br />mandated by Chapter 6.95, Division 20, Section 25500, et seq. of the California <br />Health and Safety Code. <br />2. Terms and Definitions <br />• Emergency - Any sudden occurrence that could be life threatening or <br />cause damage to the environment, private or public property. Potential <br />emergencies could include among other things a fire, an explosion, an <br />earthquake, or the release or threat of a release of a hazardous waste or <br />hazardous material. <br />• Release - Any spilling, leaking, pumping, pouring, emitting, emptying, <br />discharging, injecting, escaping, leaching, dumping or disposing into the <br />environment unless permitted or authorized by a regulatory agency. A <br />`threatened release' is a condition that creates the possibility of harm <br />unless immediate action is taken to prevent the episode. <br />• <br />Emergency Response Coordinators (ERC) - Assigned management <br />employees responsible for coordination of response to all plant <br />emergencies. The ERC has the authority for suspending operations by <br />AIT personnel and committing resources needed to implement the <br />Emergency Response Plan (see Appendix A and/or C for a list of ERC <br />members). <br />
