Small Quantity Hazardous Waste Generator Inspection Report <br />Date: <br />July 10, 2018 <br /> Facility Address: <br /> 804 N Cluff Ave, Lodi <br /> Facility Name: <br /> Valley Mountain Auto Service ,Inc. <br />San Joaquin County <br />Environmental Health Department <br />1868 East Hazelton Avenue, Stockton, California 95205-6232 <br />Telephone: (209) 468-3420 Fax: (209) 468-3433 Web: www.sjgov.org/ehd <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 601 CCR 66262.34(d) Stored hazardous waste onsite greater than 180 days. <br />Facilities who generate less than 1000 kg of hazardous waste per month and do not exceed 6000 kg of waste <br />stored on site at any time may store waste on site up to 180 days. A black 55-gallon steel drum with a faded <br />hazardous waste label and lacking an accumulation start date, which according to the owner contains sanding dust, <br />was observed in the north-east corner of the east warehouse. Three unlabeled 55-gallon drums, one of used oil, <br />one of used oil filters, and one of waste antifreeze, were observed in the west warehouse. Since it cannot be <br />determined how long the hazardous waste has been on site, immediately contact a licensed hazardous waste <br />hauler to dispose of this waste under manifest. Submit a copy of the manifest to the EHD within 30 days. <br />This is a Class II violation. <br /> 605 CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br />A black 55-gallon steel drum, which according to the owner contains sanding dust, with an illegible hazardous waste <br />label was observed in the north-east corner of the east warehouse. Three unlabeled 55-gallon drums, one of used <br />oil, one of used oil filters, and one of waste antifreeze, were observed in the west warehouse. All hazardous waste <br />containers shall be marked with the following information: <br /> - the words “Hazardous Waste” <br /> - name and address of generator <br /> - hazardous properties <br /> - physical state <br /> - composition (contents) <br /> - accumulation start date <br />Dan Webster, owner, labeled the drums of used oil, oil filters, and waste antifreeze at the time of inspection, <br />however since it could not be determined or verified how long these container have been on site, immediately <br />contact a licensed hazardous waste hauler to dispose of this waste under manifest and submit a copy of the <br />manifest to the EHD. <br />This is a minor violation. <br />Overall Inspection Comments: <br />An inspection checklist was provided to the facility operator on the day of inspection. The EHD has written a <br />complete and amended report, which replaces the initial checklist. <br />Note: The amount of hazardous waste generated in the last calendar year could not be determined because no <br />manifests were available at the time of inspection. The facility owner was provided the following documentation: <br />EPA ID number application, Small Business Hazardous Waste Disposal Program brochure, hazardous waste <br />label guide, hazardous waste labels, and a list of free training classes. <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, within 30 days of receiving the complete inspection report. <br />Page 6 of 7 <br />FA0024486 PR0543530 SC001 07/10/2018 <br />EHD 22-01 Rev. 09/22/16 Small Quantity Hazardous Waste Generator OIR
