Small Quantity Hazardous Waste Generator Inspection Report <br />Date: <br />July 10, 2018 <br /> Facility Address: <br /> 804 N Cluff Ave, Lodi <br /> Facility Name: <br /> Valley Mountain Auto Service ,Inc. <br />San Joaquin County <br />Environmental Health Department <br />1868 East Hazelton Avenue, Stockton, California 95205-6232 <br />Telephone: (209) 468-3420 Fax: (209) 468-3433 Web: www.sjgov.org/ehd <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 113 HSC 25160.2(b)(3) Failed to keep copies of consolidated manifesting receipts for three years. <br />Copies of hazardous waste disposal records for the past three years were not found on site. Hazardous waste <br />generators shall retain copies of all manifests signed off by the disposal facility and all receipts used in a <br />consolidated manifesting procedure on site for three years and have them readily available for review. Immediately <br />locate a copy of all manifests and receipts for the last three years, maintain them on site, and submit copies to the <br />EHD. <br />This is a minor violation. <br /> 301 CCR 66262.34(d)(2) Facility not maintained to minimize the release of a hazardous waste. <br />Red paint stains from paint spray were observed on the ground and throughout the facility's east warehouse. A <br />black plastic oil drain pan was observed outside of the facility warehouses with leaked oil surrounding the pan on the <br />pavement. An employee cleaned up the oil with a rag and placed the rag in a red can labeled "Oily Waste Can." <br />Facilities shall be maintained and operated to minimize the possibility of a fire, explosion, or release of hazardous <br />waste to air, soil, or surface water which could threaten human health or the environment. Immediately clean the <br />paint stains, and manage according to Title 22 hazardous waste regulations. Submit a statement and supporting <br />documentation explaining how this waste was managed. <br />This is a minor violation. <br /> 403 CCR 66262.34(d)(2) Failed to keep hazardous waste containers closed except when adding or removing hazardous <br />waste. <br />A blue parts washer sink, located on the south side of the west warehouse, was found open with standing used oil <br />while not in use. All hazardous waste containers shall be closed at all times except when adding or removing waste. <br />Immediately place the used oil in a hazardous waste container, close the container, and ensure all hazardous waste <br />containers are closed when not adding or removing waste. <br />This is a minor violation. <br /> 406 CCR 66261.7 Contaminated container not marked with date emptied or managed within one year of being emptied. <br />Two unlabeled red tanks larger than 5 gallons were observed outside of the north entrance of the facility <br />warehouses, which Dan Webster, owner, said were empty and no longer to be used. Containers larger than five <br />gallons that previously held a hazardous material shall be marked with the date they were emptied and managed <br />within one year of being emptied.
