A hazardous waste generator shall not <br />treat, store, dispose of, transport or offer for transportation, hazardous waste without an ID number. If you or your <br />business generates more than 100 kg of RCRA hazardous waste and/or more than one kg of acutely hazardous <br />waste, then you need to obtain an EPA ID number. All others must obtain a State ID number. Go to the DTSC web <br />site http://www,dtse.ca.gov/IDManifest/PERMHWID,cfm for the form to apply for an ID number. Immediately obtain <br />an ID number to manage hazardous waste and submit evidence to the EHD. <br />This is a repeat violation, Class Il. <br />110 <br />CCR 66262.40(a) Failed to keep signed copy of manifests from the designated facility for three years. <br />Copies of uniform manifests for the disposal of hazardous waste for the past three years were not found on site. <br />During an attempt to conduct a closure inspection on 8/22/2018, Max Lee, the following hazardous waste was <br />observed on site and belonged to Valley Mountain Auto Service, Inc.: <br />- Four 55 -gallon drums of used oil <br />- One 200 -gallon tank partially filled with used oil <br />- A blue parts washer sink partially filled with used oil <br />- One 55 -gallon drum of used paper filters <br />- One 55 -gallon drum of used oily absorbent <br />- One 5 -gallon bucket of used oily absorbent <br />Max Lee stated that he would apply for a temporary EPA ID number to properly dispose of the waste. However, on <br />9/6/2018, Max Lee informed the EHD that the business owner, Daniel Webster, took the waste off site and did not <br />inform the property owner where he was going to take the waste, nor did Daniel provide manifests for the waste. <br />Kristen Lee, the property's agent manager, stated Daniel took the waste about two weeks ago, which would be the <br />week of August 27, 2018. <br />Hazardous waste generators shall retain copies of all manifests signed off by the disposal facility and all receipts <br />used in a consolidated manifesting procedure on site for three years and have them readily available for review. <br />Immediately locate a copy of all manifests and receipts for the last three years and submit copies to the EHD. <br />This is a repeat violation, Class II. <br />FA0024486 PR0543530 SC001 09/10/2018 <br />EHD 22-01 Rev. 09/22/16 Page 4 of 6 Small Quantity Hazardous Waste Generator OR <br />
