Large Quantity Hazardous Waste Generator Inspection Report <br />Date: <br />March 14, 2017 <br /> Facility Address: <br /> 6215 Holman Rd, Stockton <br /> Facility Name: <br /> Kia of Stockton <br />San Joaquin County <br />Environmental Health Department <br />1868 East Hazelton Avenue, Stockton, California 95205-6232 <br />Telephone: (209) 468-3420 Fax: (209) 468-3433 Web: www.sjgov.org/ehd <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 502 CCR 66265.192(a) Failed to comply with new hazardous waste tank system assessment requirements. <br />Facility does not have a tank assessment for the used oil and antifreeze tanks. The owner or operator of a <br />hazardous waste tank shall obtain a written assessment reviewed and certified by an independent, qualified, <br />professional engineer, registered in California attesting that the system has sufficient structural integrity, is <br />acceptable for the transferring, storing, and treating of hazardous waste, and that the tanks and containment system <br />are suitably designed. Immediately have an assessment prepared for the used oil and antifreeze tanks. Submit a <br />schedule showing when this will be accomplished to the EHD. <br />This is a Class I violation. <br /> 507 CCR 66265.195 Failed to conduct daily inspections of hazardous waste tank system and maintain records onsite. <br />Inspections of the hazardous waste tank system was not performed and documented for February and March of <br />2017. The following items are required to be inspected at least daily: <br /> 1. overfill/spill control equipment; <br /> 2. aboveground portions of the tank system to detect corrosion or releases of water; <br /> 3. data gathered from monitoring and leak-detection equipment; <br /> 4. outside areas of the tank system including secondary containment to detect erosion or signs of releases of <br />hazardous waste; <br /> 5. for uncovered tanks, the level of waste in the tank. <br />Immediately begin required inspections of the hazardous waste tank system, and document the items inspected. <br />Submit a copy of the inspection log for the next 30 days to the EHD. <br />This is a Class II violation. <br />Overall Inspection Comments: <br />Waste observed onsite included: oily rags, oily solids, aerosol cans, parts washer waste, used oil filters, waste <br />coolant, waste oil, car batteries <br />Eyewash station was blocked by boxes and tires. Accumulation start dates were not on oil filter drum and oil <br />solids drum. These issues were corrected during the inspection. <br />Tons of hazardous waste for 2016 equals 3.5 tons. This record is for half a year and is incomplete. The large <br />hazardous waste generator status of the facility was determined by the December 2016 to January 2017 <br />disposal records which indicated that the facility is generating greater than 1000 kg of hazardous waste per <br />month. <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, by 4/14/17 . <br />Please be aware as of January 1, 2013, all businesses are required to submit all hazardous materials <br />information online to the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov.
