Manifest <br /> umbers 012864730JJK(5/16/14), 014400342JJK(7/13/15), 014400343JJK(7/13/15), and 014895505JJK(7/13/15) <br /> ere found without a signed off copy from the destination facility. The most recent manifests available were dated <br /> but the hazardous waste storage containers on site were dated 9/30/15 and later; no disposal records were <br /> available for waste generated between 7/13/15 and 9/30/15. Hazardous waste generators shall retain copies of all <br /> manifests signed off by the disposal facility and all receipts used in a consolidated manifesting procedure on site for <br /> three years and have them readily available for review. If the generator did not receive a copy of the manifest with the <br /> handwritten signature of the owner or operator of the facility to which the generator's waste was submitted within 60 <br /> days of the date the waste was accepted by the initial transporter, the generator shall submit a legible copy of the <br /> missing manifest, with some indication that the generator has not received confirmation of delivery. This information <br /> shall be submitted to: <br /> DTSC Report Repository <br /> Generator Information Services Section <br /> P.O. Box 806 <br /> Sacramento, CA 95812-0806 <br /> Immediately locate a copy of all manifests and receipts for the last three years, maintain them on site, and submit <br /> copies to the EHD. <br /> This is a Class II violation. <br /> 120 CCR 66266.81(a)(4)(B) Failed to retain copy of manifest or bill of lading for spent lead acid batteries for 3 years. <br /> Bills of lading or manifests for the management of lead acid batteries for the last three years were not found on site. A <br /> copy of each bill of lading must be kept on site for at least three years. Immediately locate a copy of ail bills of lading <br /> or manifests for lead acid batteries for the last three years, maintain them on site, and submit copies to the EHD. <br /> This is a Class II violation. <br /> 201 HSC 25163(a)Transported or transferred hazardous waste to a transporter without valid registration. <br /> Two 55 gallon white poly drums of liquid were observed in the yard storage area behind the facility. One of the drums <br /> was labeled "cor. liq. 8/17/15:' According to Ms. Hardy, these drums of liquid were"brought back from a customer by <br /> mistake" and will be disposed of as hazardous waste. Ms. Hardy explained that empty containers are sent back to <br /> this facility for cleaning and reuse, and that during pick up of these empty drums, they occasionally pick up drums <br /> being used by their customers for waste storage, which is then driven back to this facility. This facility does not have <br /> a valid registration for hazardous waste hauling.
