Response to San Joaquin County
Environmental Health Department
Inspection 8/17/2010
Class II Violations
#7. Failed to determine if a waste is a hazardous waste.
The contents of the following containers must have a hazardous waste determination
made.
(1) 5-gallon container of unknown liquid was located near the waste water treatment area
outside of the secondary containment.
The material was determined to be residue from washing out a ferric chloride transfer
hose. Proposals have been received from two hazardous waste classification and
disposal companies. Copies of the results will be provided as they become available.
(1) 55-container labeled as trash near the acid filling area has waste paint contained
inside.
MSDS for the paint used to paint the chlorine cylinders and ton containers were obtained
and are attached. The material was packaged and disposed of as hazardous waste.
(2) 5-gallon containers of contaminated soil located next to the air compressor area along
the east fence line.
The material was determined to be soil contaminated with hydrocarbons. It was placed
in properly labeled hazardous waste containers and disposed of(see attached manifest
007277386).
(1) 55-gallon poly container labeled as diesel has an unknown liquid located next to the
maintenance shop.
The material was diesel and was placed in a truck fuel tank and consumed.
#11. Facility not maintained to minimize the release of a hazardous waste.
The sodium hypochlorite aboveground storage tank located in the waste water treatment
area has a leak from a flange at the bottom of the tank spilling into the secondary
containment.
The leakfrom the flange was repaired. The secondary containment is being maintained
in a clean and dry condition. (see attached pictures).
A filter located on the north west comer was also found to be leaking into secondary
containment and filters located on the south east corner were also leaking into the
secondary containment.
