0 0
#27. Failed to keep containers of HW closed except when adding or removing
HW.
(1) 55-gallon container of used oil located in the truck container and (1) 55-gallon
container labeled as diesel with waste contents located next to the maintenance shop were
kept closed except when adding or removing hazardous waste. Immediately close the
above listed containers.
The containers were immediately closed. All supervisors and affected employees were
provided training on the handling of hazardous waste including the need to keep the
containers closed except when adding or removing waste.
#30. An empty HW or Haz Mat container (larger than five gallons) was not
marked with the date it was emptied and/or not managed within one year of being
emptied.
Several empty contaminated containers located throughout the property and stored at the
neighboring property are not properly labeled with the date they became empty.
The containers referenced were deposit containers and returned to Sierra Chemical for
the purpose of being refilled. As such they are exempt from regulation. See 22CCR
66261.7(i). If we are unable to refill the container it will be handled pursuant to 22CCR
66261.7(b) or(d) and managed pursuant of subsection (e).
#52. Failed to post Hazardous Waste Emergency Information Form as referenced
by CCT 262.34 (d),(e) &(f).
A sample form with the required information was provided. Fill out the form and post in
an area that is accessed by employees.
The form has been filled out and posted. (see attached picture).
#63. Failed to keep a copy of the consolidated manifest for 3 years.
Upon reviewing the records on site, only one waste disposal receipt was found for used
oil in the last three years. Provide copies of the waste disposal receipt for used oil for the
last three years.
The only piece of equipment serviced at the facility is the yard dog used to stage trailers
and vans at the facility. The tractors and straight trucks are all serviced by a contract
service off site. Copies of the service invoices for the past three years are attached. The
forklifts are serviced by an outside contractor who disposes of any used oil at their
facility. Copies of the service invoices for the past three years are attached. Other waste
disposal manifests were located at the corporate office and are also attached.
#79. Failed to store UW lamps in a closed container in a manner that prevents
breakage and release to the environment.
