Sierra Chemical Co. <br /> Hazardous Waste Management Plan <br /> (Cal/EPA) regulates hazardous waste more strictly that RCRA regulations and has listed certain wastes as <br /> hazardous that are not considered hazardous by the Federal EPA. For the purposes of this plan and per <br /> the definition set forth by the Cal/EPA,these wastes are also known as "non-RCRA" or"California-only' <br /> wastes. <br /> 1.2 Facility Information <br /> Sierra Chemical Co. is owned and operated by the Carus Group, Inc.Sierra Chemical Co. is located in <br /> Stockton,CA in San Joaquin County in Central California and includes an area of approximately 7.4 acres <br /> (319,730 square feet).The facility is located in an industrial area of Stockton, CA and contains a main <br /> building attached to the warehouse, a storage yard, and a railroad track that runs through the facility. <br /> Sierra Chemical Co. manufactures and distributes environmental chemicals for municipal, agricultural, <br /> mining and industrial markets.The company predominately manufactures sodium hypochlorite and <br /> distributes chlorine which has been repackaged into bulk containers,ton containers and cylinders. The <br /> facility is regulated as a chemicals and allied products man ufactu ring facility under the Standard <br /> Industrial Classification (SIC)code 5169. <br /> 2.0 Regulatory Authority and Related Programs <br /> Hazardous materials are defined and controlled in the U.S. by laws and regulations administered by the <br /> U.S. EPA,the Occupational Health and Safety Administration (OSHA), U.S. Department of Transportation <br /> (U.S. DOT), Department of Homeland Security(DHS), Drug Enforcement Agency(DEA), and the Nuclear <br /> Regulatory Commission (NRC). In addition,the use,storage, and disposal of hazardous materials in the <br /> State of California are within the jurisdiction of the Cal/EPA(including the California Department of Toxic <br /> Substances Control (DTSC)),Cal/OSHA,and CEQA. Hazardous materials are regulated by the "right to <br /> know" laws (under OSHA and the Toxic Substances Control Act(TSCA)), building and fire codes, and <br /> emergency preparedness equipment. <br /> Specifically, RCRA gives the EPA and individual states authority to control hazardous wastes from <br /> manufacturers to final disposal destinations.This includes generation,transportation,treatment, <br /> storage, and disposal of hazardous waste.The U.S. DOT specifically oversees and regulates the <br /> transportation of hazardous wastes and materials in coordination with RCRA. <br /> 3. Roles and Responsibilities <br /> It is the responsibility of all employees and contractors working on behalf of Sierra Chemical Co.to <br /> handle,store, and dispose of hazardous waste in a manner that is in compliance with all applicable local, <br /> state, and federal regulations. <br /> 3.1 Plant Manager <br /> The Plant Manager has ultimate responsibility for proper waste handling at Sierra Chemical Co. Primary <br /> responsibilities include the following: <br /> • Obtaining required licensing, permits, or approval from local,state,and federal agencies to <br /> purchase, store, use,synthesize, administer,and/or dispose of any hazardous material; <br /> • Reporting applicable information to the appropriate agencies, including but not limited to the <br /> DTSC, Cal/EPA, EPA,and the Stockton Fire Department; <br /> • Approving the HWMP and any changes that occur to the Plan; and <br /> • Monitoring the implementation of the HWMP. <br /> Prepared By: Issue date: Replaces: Page: <br /> ACT Environmental Services, Inc.
