Sierra Chemical Co. <br /> Hazardous Waste Management Plan <br /> Data Sheets(SDSs),and laboratory analysis by a CA certified laboratory are tools that can be used during <br /> waste determination. <br /> According to 40 CFR section 262.11 a solid waste is considered hazardous if: <br /> 1. The waste is a "Listed Waste" (P-list, U-list, F-list, and K-list) (40 CFR 261.30). By definition,the <br /> EPA has determined that some specific wastes are hazardous. <br /> 2. The waste is a "Characteristic Waste" (40 CFR 261 subpart Q. Wastes that have not been <br /> specifically listed may still be considered as a hazardous waste if it exhibits one of the four <br /> characteristics of hazardous waste: <br /> a. Ign ita bi I ity <br /> b. Corrosivity <br /> c. Reactivity <br /> d. Toxicity <br /> According to 22 CCR section 66261.10,the state of California has defined hazardous waste as: <br /> 1. A waste that exhibits characteristics that may: <br /> a. Cause,or significantly contribute,to an increase in mortality or an increase in serious <br /> irreversible, incapacitating reversible, illness, or: <br /> b. Pose a substantial present or potential hazard to human health or the environment <br /> when it is improperly treated, stored, disposed,or otherwise managed; and <br /> 2. The characteristic can be: <br /> a. Measured by an available standardized test method which is reasonably within the <br /> capability of generators of waste or private sector laboratories;or <br /> b. Reasonably detected by generators of waste through their knowledge of their waste. <br /> Waste stream determinations should be managed by the EHSS Manager.All rags, paper towels, and <br /> other absorbent material that is used or managed with known hazardous wastes will be evaluated <br /> according to the figure in Appendix B to determine if that material meets the definition of hazardous <br /> waste noted above. <br /> 5.2 Hazardous Waste Determination/Comprehensive Waste Survey <br /> A comprehensive waste survey is conducted on all waste materials generated by Sierra Chemical Co.to <br /> determine if the waste is hazardous and the amount(s) of hazardous waste generated per waste stream. <br /> Outlined below are the procedures Sierra Chemical Co. utilizes to determine whether or not a waste is <br /> hazardous and the amount(s) of waste generated per waste stream. <br /> Using the information provided in section 5.1, Sierra Chemical Co.will determine if a waste is hazardous <br /> and the amount of waste generated per waste stream through answering the following questions: <br /> 1. Is the waste a product of a process line or operation that uses hazardous materials? <br /> 2. Using generator knowledge and/or SDSs, does the waste exhibit characteristics of hazardous <br /> waste including the following? <br /> • Ignitability: Flash point of less than 140 degrees Fahrenheit (40 CFR 261); <br /> • Corrosivity: pH of less than 2 or greater than 12.5 (40 CFR 261); <br /> • Reactivity: Normally unstable and undergoes violent changes, reacts violently with <br /> water,and readily capable of detonation (40 CFR 261); <br /> Prepared By: Issue date: Replaces: Page: <br /> ACT Environmental Services, Inc.
