i • <br /> Sierra Chemical Co. <br /> Hazardous Waste Management Plan <br /> • Contains concentrations of a constituent in excess of regulatory thresholds as identified <br /> in 40 CFR 261; <br /> • Is the waste a listed waste(P-list, U-list, F-list,and K-list);and/or <br /> • Is there reason to believe that the waste can cause,or significantly contribute,to an <br /> increase in mortality, increase in illness, irreversible effects, or poses a threat to human <br /> health and/or the environment? <br /> 3. If Sierra Chemical Co. is unsure whether a waste is hazardous,Sierra Chemical Co. shall send the <br /> material to a certified laboratory to determine if the material exhibits characteristics of <br /> hazardous waste. <br /> 4. If the waste is hazardous, based on your findings,determine the federal hazardous waste code <br /> or the California waste code. <br /> All waste streams, both hazardous and non-hazardous,generated by Sierra Chemical Co.are evaluated <br /> using the steps outlined below and the waste survey found in Appendix E.Various processes that occur <br /> onsite at Sierra Chemical Co. may generate spills and/or residues that are deemed hazardous waste. <br /> Some waste streams at Sierra Chemical Co. are produced through spills and cleanups that occur onsite. <br /> Outlined below is a table of these specific waste streams and the processes that generate this waste.All <br /> other wastes,as outlined in Table 2, are directly generated from specific activities. <br /> All hazardous waste determinations are managed and approved by the Plant Manager with the <br /> assistance of outside agencies,when required,such as consultants and certified laboratories. <br /> 5.3 Universal Waste <br /> According to Title 22 CCR Division 4.5 Chapter 23,the following waste streams may be managed as <br /> Universal Waste: <br /> • Electronic devices (includes any device with or without a Cathode Ray Tube (CRT), including TVs, <br /> computer monitors, cell phones,VCRs,computer CPUs and portable DVD players; <br /> • Batteries (nickel cadmium, alkaline,silver button, etc.); <br /> • Electric lamps (fluorescent tubes and bulbs, high-intensity discharge lamps,sodium vapor lamps <br /> and electric lamp that contain added mercury); <br /> • Mercury-containing equipment(thermostats, mercury switches,thermometers,etc.); <br /> • CRTs (glass picture tubes removed from devices such as televisions and computer monitors; <br /> • CRT glass (CRTs that have been accidentally broken or processed for recycling); and <br /> • Aerosol that have been completely emptied of all contents <br /> Sierra Chemical Co. generates waste from the following locations/operations on site.Table 4 identifies <br /> the locations and operations of the universal wastes generated. <br /> Table 3 <br /> Universal Wastes Process Generating Waste <br /> Light Bulbs General replacement/maintenance <br /> Aerosol Cans (Empty) Labeling containers <br /> Alkaline Batteries General use <br /> Prepared By: Issue date: Replaces: Page: <br /> ACT Environmental Services, Inc.
