An oil spill was <br /> found on the ground around the 700 gallon waste oil tank due to the faulty overfill device on the waste oil tank. This <br /> has since been corrected by Sheldon Phillips. Facilities shall be maintained and operated to minimize the possibility <br /> of a fire, explosion, or release of hazardous waste to air, soil, or surface water which could threaten human health or <br /> the environment. Immediately fix the leak, and manage according to Title 22 hazardous waste regulations. Submit a <br /> statement and supporting documentation explaining how this waste was managed. <br /> This is a minor violation. <br /> 303 CCR 66265.33 Failed to maintain all communication or alarm systems, spill control, or decontamination equipment. <br /> Afire extinguisher used in the area where there is hazardous waste last annual maintenance was October 11, 2013 . <br /> All facility communications or alarm systems, fire protection equipment, spill control equipment, and decontamination <br /> equipment, where required, shall be tested and maintained as necessary to assure its proper operation in time of <br /> emergency. Immediately begin this practice. <br /> This is a minor violation. <br /> 403 CCR 66265.173 Failed to keep hazardous waste containers closed except when adding or removing hazardous waste. <br /> An orange 5 gallon container of used oil on the east side of the facility was open. A blue 10 gallon container of used oil <br /> inside the shop on the south side was open during the time of inspection . All hazardous waste containers shall be <br /> closed at all times except when adding or removing waste. Immediately close these containers and ensure all <br /> hazardous waste containers are closed when not adding or removing waste. <br /> This is a minor violation. <br /> 506 CCR 66265.195 Failed to conduct daily inspections of hazardous waste tank system and maintain records onsite. <br /> Inspections of the hazardous waste tank system was not performed and documented for every day the facility was in <br /> operations in December 2014. The following items are required to be inspected at least daily: <br /> 1. overfill/spill control equipment; <br /> 2. aboveground portions of the tank system to detect corrosion or releases of water; <br /> 3. data gathered from monitoring and leak-detection equipment; <br /> 4. outside areas of the tank system including secondary containment to detect erosion or signs of releases of <br /> hazardous waste; <br /> 5. for uncovered tanks, the level of waste in the tank. <br /> Immediately begin required inspections of the hazardous waste tank system, and document the items inspected. <br /> Submit a copy of the inspection log for the next 30 days to the EHD. <br /> This is a repeat violation, Class II. <br /> Received by Inspector: Phone: Date: <br /> (initial): FATINAH ZAREEF, REHS (209) 953-7311 05/22/2015 <br /> Page 7 of 10 <br />
