Both drums <br />were observed with liquid accumulated in the top of the drum, and staining from liquid down the sides. Oily liquid was <br />observed in the secondary containment for the drums and on the floor of the shed. The liquid and the contaminated <br />absorbents and other solids were unlabeled. All hazardous waste shall be in properly labeled containers, marked with <br />the following information: <br />-the words "Hazardous Waste" <br />- name and address of generator <br />- hazardous properties (ignitable, corrosive, reactive, toxic) <br />- physical state (liquid, solid) <br />- composition (contents) <br />- accumulation start date <br />Immedlately place these wastes in properly labeled containersand ensure that all containers are marked with all the <br />required information. Since it cannot be determined how long this waste has been on site, immediately contact a <br />licensed hazardous waste hauler to dispose of this waste under manifest and submit a copy of the manifest to the EHD. <br />This is a minor violation. <br />715 <br />CCR 66273.39 Failed to keep complete records of each shipment of universal waste for three years. <br />Copies of universal waste disposal records for the last three years were not found on site. Universal waste disposal <br />records shall be retained for three years and have them readily available for review. Immediately locate a copy of all <br />universal waste disposal receipts for the last three years, maintain them on site, and submit copies to the EHD. This is <br />a minor violation. <br />Overall Inspection Comments: <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, by November 9, 2014. <br />Consent to perform the inspection, take photos and collect samples was given by Lincoln Boyd, Terminal <br />Manager. <br />'A checklist was provided on October 9, 2014. The report was completed and mailed on October 10, 2014," <br />This facility generated 0,13 tons of hazardous waste in the last calendar year (Jan -Dec 2013). <br />Please be aware as of January 1, 2013, all businesses are required to submit all hazardous materials information <br />online to the California Environmental Reporting System (CERS) at http://cers,calepa.ca.gov.
