CUPA Findings .'itten Response
812. Copies of universal waste disposal records for universal waste lamps and aerosol cans for the last three years were not found
on site. A generator of universal waste (batteries, mercury containing equipment, lamps, electronic devices, CRTs, CRT glass,
aerosol cans) shall keep a record of each shipment of universal waste on site for at least three years. The record may take the form
of a log, invoice, manifest, bill of lading, or other shipping document, and shall include the following:
-Name & address of destination facility
-Quantity& type of universal waste
- Date of departure/shipment
Begin this practice immediately.
Pacific Ethanol is currently generating these waste streams. There is no indication that any of these waste streams have been
disposed illegally, since interviewing personnel on site indicates that there was an understanding that all hazardous wastes could be
collected collectively. Title 22 Hazardous waste training is scheduled for all employees which addresses containerizing each stream
separately hence manifest line items will start to appear on future manifests as they are generated, within the accumulation time
guidelines.
CEIVED
AUG 14 2014
ENVIRONMENTAL HEALTH
DEPARTMENT
