Rio Blanco Road <br /> Stockton, California 95219 <br /> VOLUNTARY CLEANUP AGREEMENT, DOCKET NUMBER HSA-A 04/05-055, TOM <br /> NEWHALL BOAT REPAIR, STOCKTON, CALIFORNIA <br /> Dear Mr. Newhall: <br /> The Department of Toxic Substances Control (DTSC) has reviewed the Report of <br /> Cleanup (Report) dated October 8, 2004 provided by Environeering on behalf of Tom <br /> Newhall Boat Repair. The Report describes the work completed and analytical data <br /> which supports the conclusion that the "disposal site' does not present a risk to human <br /> health or the environment. On October 7, 2003 representatives from DTSC and San <br /> Joaquin County Environmental Health Department (SJCEHD) collected a sample from <br /> the spent sand piles located at the northeast area of the site. This sample contained <br /> copper at 3,040 milligram/kilogram (mg/kg) and Zinc at 591 mg/kg. The concentration <br /> of copper in this sample exceeded the Total Threshold Limit Concentration (TTLC) and <br /> Soluble Threshold Limit Concentration (STLC). TTLC and STLC are regulatory limits <br /> above which a material is considered hazardous waste for disposal purposes by the <br /> State of California. <br /> As a result of the inspection conducted by DTSC and SJCEHD representatives, the <br /> spent sandblast piles from the northeast area of the site, as identified in Figure 2 of the <br /> Report by the location of confirmation soil samples C1 through C6, was removed and <br /> placed on plastic pending off-site disposal at Chemical Waste Management in <br /> Kettleman City, California. Background soil samples were collected west of the spent <br /> sandblast storage area on April 8, 2004. The mean of copper and zinc concentrations <br /> calculated for the background samples were 32.3 mg/kg and 45.5 mg/kg, respectively. <br /> On April 29, 2004 confirmation soil samples were collected (Samples C1 through C6) <br /> from the surface soils at location of the previous spent sandblast storage area. The <br /> results from these samples identified the need for additional soil removal. Two soil <br /> samples were collected from location C1 and C4 to provide guidance on how much <br />
