Mr. Tom Newhall
November 8, 2004
Page 2
additional soil needed to be removed to reach acceptable levels of copper and zinc in
soil. Additional soil was removed from this area and confirmation soil samples were
collected again from locations C1 through C6 on June 1, 2004. One confirmation
sample, C5, contained copper at 133 mg/kg. Additional soil was removed from location
C5 and a confirmation sample was collected. Copper concentrations in the final
confirmation samples ranged from 28.8 mg/kg to 89.0 mg/kg. Zinc concentrations in the
final confirmation samples ranged from 51 mg/kg to 97 mg/kg. Spent sandblast and
associated soil that contained copper and/or zinc concentrations which exceeded TTLC
or STLC were transported by Hazardous Waste Manifest for disposal. Soil removed
from beneath the spent sandblast piles that contained copper and/or zinc at
concentrations below the TTLC and STLC were transported by Non-Hazardous Waste
Manifest for disposal.
Our review indicates hazardous levels of copper and zinc have been removed from the
sand blast area and that the copper and zinc concentrations remaining in site soils
beneath the previous spent sandblast area do not appear to pose a health risk. No
further clean-up actions are required for the spent sandblast area (identified as "Site
Area of Concern" in Figure 2, enclosed). This decision is limited only to the sandblast
area of the site. This decision may not be construed to represent a finding regarding
the environmental condition of any other portion of the Tom Newhall Boat Repair
property.
If you have any questions, please contact Mr. Jerry Lile at (916) 255-3744 or by
electronic mail at ilile(a)dtsc.ca.gov.
Sincerely,
es L. 'os Id, P.E., Chief
Northern Ca ifornia-Central Cleanup Operations Branch
Enclosure
cc: Mr. Guy Roy, P.E.
Environeering, Incorporated
P.O. Box 2498
Danville, California 94526
