E <br />rI <br />HAZARDOUS WASTE OIL TANK ASSESSMENT REPORT <br />(Fleet Maintenance Used Oil Storage Tank) <br />MARCH 28, 2012 AMENDMENT <br />Waste Management, Inc. <br />Central Valley Waste Transfer Station <br />1333 E. Turner Road <br />Lodi, California 95241-9501 <br />AMENDMENT BACKGROUND <br />Waste Management, Inc., (WMI) owns and operates a transfer station at 1333 E. Turner Road, in <br />Lodi, California. At the transfer station, WMI mechanics perform maintenance and minor <br />repairs of fleet vehicles and therefore generate used oil temporarily stored in an above ground <br />`Waste Oil' tank until removed for processing and recycling by Evergreen Environmental <br />Services, Inc., (Evergreen). <br />The purpose of the waste tank assessment is to evaluate whether the existing tank system was <br />adequately designed, has sufficient structural strength and compatibility with the wastes to be <br />transferred and stored, as described in Title 22, California Code of Regulations, §66265.192, <br />Design and Installation of New Tank Systems or Components (22 CCR §66265.192) must be a <br />written document. On June 3, 2009 Network Environmental Systems, Inc. (NES) provided WMI <br />a facility specific Hazardous Used Oil Tank Assessment Report. The Waste Tank Assessment <br />Report was certified by an independent professional engineer registered in the State of <br />California. That report addressed the following: <br />(1) Design standard(s), according to which the tank and ancillary equipment were <br />constructed, if design standards are available; <br />(2) Hazardous characteristics of the waste(s) that have been or will be transferred and <br />stored in tank; <br />(3) Existing corrosion protection measures; <br />(4) Age of the tank system, if available; and, <br />(5) Results of leak tests, internal inspections, or other tank integrity testing that has <br />been completed and dates completed. <br />On December 12, 2011, Mr. Aris Cacapit, an Environmental Health Inspector with San Joaquin <br />County, Environmental Health Department inspected WMI's Central Valley Waste Transfer <br />Station, in Lodi, California.
