Turner Road
Lodi, California 95241-9501
AMENDMENT BACKGROUND
Waste Management, Inc. (WMI) owns and operates a transfer station at 1333 E. Turner Road, in
Lodi, California. The transfer station receives used oil from residential customers and recycles
the used oil. The used oil is temporarily stored in an above ground `waste oil' tank until
removed for processing and recycling by Evergreen Environmental Services, Inc., (Evergreen).
The purpose of the waste tank assessment was to evaluate whether the existing tank system was
adequately designed, has sufficient structural strength and compatibility with the wastes to be
transferred and stored, as described in Title 22, California Code of Regulations, §66265.192,
Design and Installation of New Tank Systems or Components (22 CCR §66265.192) must be a
written document. On June 4, 2009 Network Environmental Systems, Inc. (NES) provided WMI
a facility specific Hazardous Used Oil Tank Assessment Report. The Waste Tank Assessment
Report was certified by an independent professional engineer registered in the State of
California. That report addressed the following:
• Design standard(s), according to which the tank and ancillary equipment were
constructed, if design standards are available;
• Hazardous characteristics of the waste(s) that have been or will be transferred and
stored in tank;
• Existing corrosion protection measures;
• Age of the tank system, if available; and,
• Results of leak tests, internal inspections, or other tank integrity testing that has
been completed and dates completed.
On December 12, 2011, Mr. Aris Cacapit, an Environmental Health Inspector with San Joaquin
County, Environmental Health Department inspected WMi's Central Valley Waste Transfer
Station, in Lodi, California. Mr. Cacapit's findings included recommending amending the
rararaous rraste Vil Tank Assessment Report 1 Inc.
Waste Management, Inc. - Central Valley Waste Tran fer slalion NNES Protect Number 289.ECFSESI n
Lodi, California
