0 0 <br />Joaquin County, to ensure the Tank Assessments are completely correctly and to the standards of <br />San Joaquin County. <br />Violation code: 301— Facility not maintained to minimize the release of a hazardous waste. <br />It was noted on the inspection form that wet oil stains and oily debris were on the shop floor next <br />to the "drain only" container and next to the residential used oil tank. Each area has been cleaned <br />of all oil stains and oily debris. All oil spots and stains were cleaned by CVWS employees with <br />absorbent material; the oily debris was properly disposed of in one of the oily debris 55 gallon <br />drums. Employees have been trained to inspect these areas on a weekly basis and to clean up all <br />spills as soon as they are discovered. Photographs of the cleaned area included in Attachment 3 <br />as Picture 1 and 11. <br />Violation code: 305 — Failed to maintain all communication or alarm systems, spill control, <br />or decontamination equipment <br />It was noted on the inspection form that the secondary containment spill control equipment of the <br />transmission oil drums had liquid in it. All secondary containment units have been cleaned of all <br />material. All material was cleaned using absorbent and rags. The absorbent was placed in an oily <br />debris 55 gallon drum for proper disposal and oily rags were placed in the designated oil rags <br />containers for proper laundering. Employees have been trained to inspect these areas weekly. A <br />Photograph of the empty secondary containment unit is in Attachment 3 as Picture 2. <br />Violation code: 404 — Failed to keep containers of HM closed except when adding or <br />removing HW <br />It was noted on the inspection form that a ten gallon bucket of waste oil was left open in the old <br />shop. The ten gallon bucket has been properly emptied into the used oil tank and the container <br />has been removed from the old shop. Personnel have been trained that all containers must remain <br />closed at all time except when adding or removing material. A photograph of the area is in <br />Attachment 3 as Picture 9. <br />Violation code: 605 — Failed to completely label containers or tanks of hazardous waste <br />It was noted on the inspection form that two black 55 gallon drums, one of used antifreeze and <br />one of oily solids were not marked with a hazardous property and two 55 gallon drums of oily <br />solid in the Old Shop were not marked with the hazardous property or accumulation date. The <br />hazardous property was marked on each drum during the inspection. Based on paperwork related <br />to the delivery of the 55 gallon drums of oily solids, and similar drums on the same pallet, it was <br />determined that the accumulation date for the two 55 gallon drums was 11-29-11, therefore an <br />accumulation date of 11-29-11 was placed on each drum. As of January 4, 2012, both drums are <br />full and ready to be shipped out for proper disposal; Evergreen Environmental was contacted on <br />January 4, 2012 and will be picking up each drum within 5 to 7 days.
